THE HOUSE OF COMMONS. th The second reading of the Bill giving power to the Local Government Board to frame regulations with regard to the import of provisions was passed unanimously. The President of the Board, Mr. Burns, explained that the object of the Bill was to prevent the importation of unwholesome food. MEETING OF THE MONARCHS OF GERMANY AND RUSSIA. The “Hohenzollern” left Swinemunde harbour at 8.10 a. m. yesterday immediately after the flag parade, to meet the Czar of Russia’s yacht. THE BELFAST DISQUIET. There was reason to believe on Friday that the coal men who had resumed work would strike again yesterday, which would imply , the complete failure of the negotiations pending between em ployers and employed. The authorities are draft ing all available police from Londonderry and Donegal into places near Belfast, in order to be ready for all emergencies. A later telegram reports that the negotiations with regard to the waggon-drivers’ strike had failed, as the Lord Mayor had not been able to get all the parties to meet. A lock-out of the coal-trim- mers was feared on Friday. CROP PROSPECTS IN INDIA. The monsoon has brought rain to the whole of India with the exception of the border province of Sinde, and the agricultural situation in most of the provinces has consequently much improved. The prices of foodstuffs and corn are unsteady, yet, although they show a tendency to fall, they are still at and above the level of famine-prices in various parts of the country. The price of rice has somewhat risen. NEWS FROM AMERICA. The American Envoy in Pekin was informed on Friday that the Chinese Foreign Office is opening seven towns in Manchuria to international com merce, making the total number of towns so open sixteen, as provided by the Chinese-Japanese treaty. NEWS FROM FRANCE. THE SITUATION IN MOROCCO. By order of the Government the Marine Prefect of Toulon is fitting out three transport steamers to convey 2,500 men and 300 horses to Morocco. One of the ships was to be ready to sail yesterday. The Temps published a report from Tangier on Friday that the Sultan’s uncle, Muley el Amin, the Commander of the Mahalla encamped near Casa blanca, had on his own authority removed the Pasha of the town and in his stead appointed the Kaid of the neighbouring tribe of the Ulad Hariz. The new Pasha declared that he could restore order in the town if the British and German Con suls would officially guarantee that French troops should not bombard the town or its vicinity. The Temps learnt further that the hooligans in Casa blanca were on the side of the unruly elements but that the rest of the inhabitants were much ex cited about the disturbances because they feared severe reprisals on the part of France. The Europeans had been told that they had nothing to fear after the departure of the French, as the whole movement had been directed against the French alone. During the firing exercises of the training ship “Couronne” near Toulon on Friday the breech block of a 4-inch gun was blown out. Three men were killed and two severely wounded. A private telegram received in Paris on the subject says that several officers were also wounded. According to the reports of the officers, the ac cident on board the training ship “Couronne” was caused by the self-ignition of the cartridge in one of the guns before the breech was quite closed. The breech-block destroyed the bulkhead of one of the compartments occupied by the crew, and literally tore to pieces three of the men. It is confirmed that two officers were slightly wounded. THE WINEGROWERS’ REVOLT. The Argelliers prisoners were released at Mont pellier at 4 o’clock on Friday afternoon; they were welcomed with hearty greetings by a crowd of 400 people in the Place du Theatre. M. Ferroul declined to accept the office of General Councillor of Montpellier, as he wished to remain in his own district. NEWS FROM RUSSIA. The French Government unanimously decided that it was advisable to come to an understanding with the Spanish Government with regard to the immediate landing of troops in Casablanca and the measures necessary for the protection of the Europeans there. The Government are resolved to act strictly in accordance with the Algeciras Acte. The Cabinet Council held at the Ministry for Foreign Affairs on Friday afternoon discussed the measures rendered necessary by the events in Casa blanca and which admit of no delay. The French and Spanish Governments have exchanged views and have given orders that their respective war ships on the Morocan coast should unite. A report was received yesterday in Paris from Toulon that four war-ships—the “Jr’es Ferry”, “Desaix”, “Victor Hugo”, and “Dord” were about to put to sea. It was supposed that the ships had According to a report from Lodz nearly all the workmen who have been on strike since the 31st of last month have resumed work. Sentence was pronounced on Friday by a Court Martial at Warsaw on 67 members of a Polish Social Democrat fighting organisation, who were charged with having committed a number of acts of terrorism. One of the accused was condemned to death by hanging, two to 15 years hard labour, one to 10 years, six to 8 years, eleven to 5 years and 4 months, and one woman to 5 yearSj imprisonment.
