demie in der humanistischen Vorbildung nachgeholfen werden, Heils konnte man sie auch den medicinischen Studienplan nicht nach eigener Willkür entwerfen lassen, sondern mußte sie einem streng ftstgehaltenen und eine bestimmte Reihefolge ihrer Be schäftigungen vorzeichnenden Studienplan unterwerfen und dieselben in beiderlei Beziehung durch wiederkehrende Prüfun gen und sonst beaufsichtigen. Ist solches der charakteristische Unterschied des Studiums auf derÄcademie von dem auf der Universität, so ist es auch das einzige Mittel, aus den Zöglin gen der Academie practisch brauchbare Manner und nicht blos Routiniers hervorgehen zu lassen. Mag auch immer der Unter richt ein der Praxis vorzugsweise zugewandter gewesen sein, wie er es nach dem unmaaßgeblichen Dafürhalten der Deputa tion in der Heilkunde überhaupt mehr sein sollte, als es bis vor Kurzem noch auf der Universität der Fall gewesen sein soll, so war er doch sicherlich nicht ohne theoretische Unterlage, was man den Professoren, welche bisher an der Academie gelehrt haben, ohne deren ungerechte Herabsetzung nicht wird nach sagen können. Die Deputation hat übrigens auch aus ihr zugänglich ge machten urkundlichen Beweisen sich zu überzeugen Gelegenheit gehabt, daß die Academie die Strenge bei denAufnahmeprüfun- gen allmälig gesteigert und ungenügend Vorbereitete zurückge wiesen hat. Die LeipzigerFacultät dagegen hat die Chimrgen- gehülfen rc.,' welche dort für das Studium der Chirurgie die Znscription nachsuchen, nicht selbst geprüft, sondern sich dabei blos auf das Zeugnkß irgend eines Schulmannes, gewöhnlich eines der beiden Rectoren der Leipziger Gymnasien, verlassen, welche aber bei diesen jungen Leuten sehr geringe wissenschaft liche Ansprüche gemacht haben sollen; woher es denn auch ge kommen , daß Zöglinge an der Universität Aufnahme gefunden, welche wegen mangelhafter Vorbildung von der Academie zu rückgewiesen worden waren. So viel scheint der Deputation außer Zweifel, daß es nur durch die fortgesetzte Nachhülfe und Beaufsichtigung der Lernenden, und durch eine bestimmte An- . leitung, wie auf der Bahn des Unterrichts fortgeschritten wer den soll, möglich ist, dieNachtheile zu entfernen oder wenigstens zu mildern, welche beim Studium der Medicin aus dem Man gel einer gelehrten Erziehung und philosophischer Vorstudien hervorgehen. (An naturwissenschaftlichen Kenntnissen, welche doch beim Studium der Heilkunde voranstehen, werden die zur UniversitätAbgehenden vordendieAcademieBesuchenden kaum etwas voraushaben.) Gewiß ist es, daß eine solche Beauf sichtigung und Nachhülfe nicht Aufgabe der Universität sein kann. So lange demnach die Medicinalgesetzgebung verschiedene Claffen des ärztlichen Personals mit verschiedener wissenschaft- licherBefähigung kennt, welche wiederum auf der verschiedenen Vorbildung der sich der Heilkunde Widmenden beruht, wird kaum eknezweckmäßigcre Einrichtung hergestellt werden können, als sie dermalen bei der chirurgisch-medicinischen Academie be steht; und die Deputation, welche, was eine Verlegung dersel ben nach Leipzig und deren ganze oder theilweise Verbindung mit der Universität anlangt, den meist in finanziellen Nachwei sungenbestehenden Gründen der hohen Staatsregierung nichts hinzuzufügen vermag, könnte sich daher, wenn sich die geehrte Kammer für das weiter unten vorzuführende Reformprincip in der Medicinalverfassung nicht erklären sollte, nur eben so gegen die Aufhebung derAcademie, als Zeß en deren ganze oder theilweise Verbindung mit der Universität Leipzig aussprechen. Allein wenn, wie die Deputation oben nachzuweisen sich bemüht hat, allgemeines, dem Widerspruch nicht mehr ausge- etztes Einverständnkß aller Sachverständiger darüber vorhan- >en ist, daß ein Unterschied zwischen innerer und äußerer Heil ande wissenschaftlich und practisch unzulässig ist, daß also das Studium der Heklkunst eine gesonderte Richtung auf Medicin oder Chirurgie nicht annehmen, und ein einzelner Theil aus dem lebendigen Zusammenhänge des Ganzen nicht herausgerissen werden darf und kann, ohne den Lernenden mangelhaft, einseitig und zu keinerlei ärztlichem Berufe tüchtig zu bilden und da durch das hülfsbedürftige Publicum den größten Gefahren aus zusetzen; wenn es unmöglich ist, die Heilkunde in ihrem gegen wärtigen wissenschaftlichen Bestände ohne vollständige huma nistische und philosophische Vorbildung mit ersprießlichem Er folge zu studiren, so muß auch die Gesetzgebung diesem Axiome gemäß handeln. Denn was würde es helfen, daß die Heil wissenschaft in ihrer inner» Ausbildung mächtig fortschreitet, daß es z. B. in der rationellen Medicin der neuern Zeit möglich geworden ist, den innern Zustand des Kranken mit mehr Gewiß heit zu erforschen, als solches nach dem frühernStande der Wis senschaft möglich gewesen *), wenn die meisten ihrer Bekenner unberührt davon blieben, wenn sie als angewendete Kunst für die größte Zahl der Hülfsbedürftigen verloren ging? Unwürdig des gepriesenen Ruhmes der Wohlthätigkeit wäre dann die Kunst, die nur so Wenigen, vielleicht nur den Städtebewoh nern und Reichen zu Gebote stände, während zwei Dritttheile der gleichberechtigten Staatsbürger, die eben so gerechte An sprüche daran machen können, ihrer Hülfe völlig entbehrten. Es kommt demnach darauf an, zu untersuchen, ob jetzt noch die Hindernisse und Schwierigkeiten vorhanden sind,, welche sich der Gesetzgebung früher und bisher bei Einrichtung einer jenen höhern Anforderungen entsprechenden Medicinal- verfaffung entgegenstellten. Der practische Grundsatz, daß man kn Ermangelung eines Bessern aus zwei Uebeln das geringste Wahlen muß, hat seine Anwendung bei der jetzigen Medicinalverfassung recht eigent lich gefunden. Ehe man die armen Kranken den Quacksalbern in die Hände fallen ließ, that man besser, wenigstens mittel mäßige Aerzte zu bilden. Die Deputation pflichtet aber der Regierungsvorlage bei, daß jene Hindernisse, welche früher einer vollkommener» und dem jetzigen Standpunkte der ärztlichen Wissenschaft entspre chendem Medicinalverfassung entgegenstanden, jetzt nicht mehr in dem Grade vorhanden sind, als zur Zeit der Errichtung der chirurgisch-medicinischen Academie, daß daher die Verhältnisse für eine weitere Entwickelung desBeftehenden in diesemZweige der Gesetzgebung reif seien und eine solche ohne fühlbare Jn- convenienzen nicht mehr länger verschoben werden könne. (S. 485 der Vorlage.) Dem, was hierüber bereits oben gesagt worden, hat man jetzt noch Folgendes hinzuzufügen: 2) Als eine dem Fortschritte in der Medicinalverfassung günstige Veränderung muß man die gegen früher allgemeiner verbreiteten richtigem Begriffe über die menschliche Natur, über den gesundheitsmäßigen Zustand des menschlichen Kör pers und über die Bedi'ngnksse zu seiner Erhaltung bezeichnen.
