2166 Ü. K. 89. Sitzung, am ZÜ. Juni 1876. trag abzusehen. Der Antrag unter 2 enthält diejenigen Reformen, welche diekonigl. Staatsregierung allerdings nicht in Form eines eigentlichen Gcsetzvorschlags uns be reits im Dccret Nr. 56 als diejenigen bezeichnet hat, die vor jeder weiter eingehenden Reform und zwar blos im Finanzgeseh vorzunehmen seien; aber ein Theil der Ma jorität der Deputation will von solchen vorläufigen Re formen, deren Tragweite nach ihrer Ansicht nicht weit ge nug geht und von deren vorläufiger Annahme sie eine Be einträchtigung der ganzen Reformarbeit befürchtet, über haupt nichts wissen. Außerdem würde es auch nicht recht angemessen erscheinen, derartige Reformen blos im Finanz gesetz vorzunehmen, wo sie nicht längeralsaufeineFinanz- periove, also im Wesentlichen blos auf 1^ Jahre Geltung haben würden. Endlich schlägt nun die Minorität der Bereinigungsdeputation noch vor unter I.: Die königl. Staatsregierung wolle sich damit einverstehen, daß, insoweit die unter 2 gedachten Abänderungen nicht durch die von der Staatsregierung bereits zugesagte neue Instruc tion bewirkt werden könne, sondern cs hierzu einer gesetzlichen Vorschrift bedarf, diese durch eine abgeänderte Fassung des Finanzgeseßes für die gegenwärtige Finanzperiode ertheilt wird. H. Die königl. Staatsregierung wolle 1. in Erwägung ziehen, auf welche Weise unter Aufhebung der früheren directen Steuern künftig neben der Einkom mensteuer eine objective Steuer eingeführt werden könne, und , ...^,.2.^ ... . dem nächsten Landtage das Resultat dieser Er wägungen mittheilen. Auf einest derartigen Antrag einzugehen, das vermag- die Majorität Ihrer Deputation unter keiner Bedingung Ihnen anzurathen. Mit dem Ausdruck „objective Steuer" läßt sich alles Mögliche bezeichnen; was aber wirklich damit bezeichnet werden soll, das vermag ich im gegenwärtigen Augenblicke efseciiv nicht zu enträthseln. Meine Herren! Sie wissen, wie unsere ganze Stellerreformbewegung vor sich gegangen ist und daß wir hauptsächlich deshalb zur Einkommensteuer schließlich als der einzig möglichen directen Steuer für unsere Reform gekommen find, weil die Versuche, welche diekonigl. Staatsregierung durch zwei malige Vorlegung von Gesetzentwürfen über eine objective Ertragssteucr gemacht hat, uns darüber belehrten, daß aus der Basts einer solchen Steuer überhaupt zu einer Reform nicht zu gelangen sei. Wir sind erst zur Einkommensteuer gekommen, als wir uns in cclatantrr Weise überzeugt noch einige andere Mängel. Also, meine Herren, was ein derartiger Antrag überhaupt weiter bezwecken soll, als eine ganz unbestimmte, vage Hoffnung rege zu machen, daS wüßte ich für meine Person nicht. Ich kann daher nicht rathcn, auf einen derartigen Antrag cinzugehcn- Ich habe allerdings auch unter der Hand mit von einer Vermögens steuer reden hören; allein, meine Herren, diese kann unter dem Ausdruck „objective Steuer" nicht begriffen sein; denn die Vermögenssteuer ist nie objcctiv, sondern sie ist eine subjective, eine persönliche Steuer. Also mit einem so allgemeinen Anträge ist jedenfalls nichts anzusangen. Wollte man ernstlich darauf eingehen, nun, meine Herren, wenn wir mit dem Zustandekommen der Einkommensteuer ISJahre zugebracht haben, so möchte ichmitziemlicherBe- stimmthcit voraussagen, daß wir, um eine solche ihrem Wesen nach ganz undefinirbare objective Steuer zustande zu bringen, jedenfalls noch viel längere Zeit brauchen würden. Die Majorität kann aus allen diesen Gründen ! Ihnen nur anrathen, den Antrag der Minorität in seinen Hauptbestandtheilen, wie in seinen Nebenbestandthctlen durchweg abzulehnen. Wird der Antrag der Majorität angenommen, welcher in jeder Beziehung ein Beharren auf dem von der Kammer gefaßten Beschlusse an« räth, dann, meine Herren, ist die Sache formell vollständig klar, da in Bezug auf Pos. 23, 24 und 27 und in Bezug auf diejenigen Punkte, zu denen wir beim Demi 84 Beschluß gefaßt Habens in allen einzelnen Posiu- laten vollständig ziffermäßig festgestellt ist, was in das Budget aufzunehmen ist. Ganz anders, meine Herren, gestaltet sich aber die Sache, wenn der Minoritätsantrag angenommen werden sollte; dann sind wir noch gar nicht im Stande, jetzt zu einer definitiven Beschlußfassung zu schreiten. Es ist allerdings von dem Finanzministerium eine Mittheilung cingegangen, wie sich der Abschluß der Gesammtposition 10, Einnahmen von den Eisenbahnen, Pos. 23 Grundsteuer, Pos. 24 Gewerbe- und Personal steuer, Post 27 Einkommensteuer und wie sich Pos. 2» des ordentlichen Ausgabebüdgets, Ausgaben für Zinsen, und Pos. 80 des ordentlichen Ausgabebudgets, Reservefonds, darnach" gestalten würde. Aber mit'Ausnahmen-dieser beiden letzten Beträge genügt das nicht, um das Budget festzustellen, sondern es ist nothwendig, daß über die ein zelnen Posten der Pos. 10, 23, 24 und 27, wie dieselben erfolgen soll; muthmaßlich in der Anmerkung, welchd die nunmehrin die Hauptposition cinzustellen sind, noch Beschluß zu fassen ist. Diesen Beschluß hat die Erste Kammer bis jetzt noch nicht gefaßt« (Widerspruch.)' Meine Herren! In der That, es ist kein Beschluß gefaßt über die einzelnen Nummern der Position, die ich ge nannt habe. Es ist nicht einmal bei Post 10 gesagt, in welcher Weise die Einstellung von 200,000 Mark mehr steuer nicht nur nicht vvrzuzichen sei, sondern daß sie alle < Mängel der Einkommensteuer an sich trage und außerdem! königl- Staatsregierung zu Post 10 vorschlägt. Kurz und hatten, daß eine derartige objective Ertragssteuer nicht! ausführbar sei oder daß sie wenigstens der Einkommen-
