Ter Berichterstatter des „Bcrl. Lok.-Anz." Kurt Aram schreibt: Gegen Mittag bricht die Sonne durch. Aber leider nur siir einen Augenblick. Auf den riesengroßen Exerzierplatz marschiert ei» feldgraues Bataillon nach dem anderen nnd nimmt Paradeausstellung. Fünfzehn Bataillone marschiere» auf. Auch Kavallerie und Artillerie. Vor zwölf Stunden wurde hier noch heiß gekämpft, jetzt wird Majestät er wartet, Es ist wirklich kaum zu fassen! Die BataillonS- kommandeure brüllen sich heiser, die Hauptleutc pflicht schuldigst noch heiserer. „Der Mann da im Hellen Mantel, Man», Sie sind mein Tod. Richtung! Bcrstch'n Sic denn kein Deutsch mehr! Richtung!" — „Der Mann da mit dem Bart, Mann, warum wackeln Sie denn wie eine Kommode beim Erdbeben!" — Vor zwölf Stunden noch heißester Kampf, jetzt ist es wie beim Nachexerzieren im Frieden. Es gibt gar keine Tränen, die dick genug sind, daß man sic in diesem Augenblick bei solchem Kontrast mit Anstand lachen könnte! Ter Oberleutnant, der die Nacht so selig in den russi schen Osfizierskasematten schlief, flüstert mir erregt zu - ich habe ihn noch nie so erregt gesehen, sogar sein Monokel wankt —, daß er seine letzten Handschuhe irgendwo in einem Schützengraben habe im Dreck stecken lassen, er könne doch unmöglich mit gänzlich unbekleideter Flosse Majestät salutieren. Ich kann ihm glücklicherweise anS- liclfcn, und er ist wieder scclenruhig und sehr vergnügt, ilcbrigcnö wirklich ein Glück, denn Majestät hat ihm dann persönlich das Eiserne Kreuz erster Klasse überreicht. Der Kaiser fährt vor. Dir ersten vier Monate deS Krieges saß ich in russischer Gefangenschaft. Was habe ich in diesen vier Monaten alles über den Kaiser hören und lesen müssen! Mit weit aushvlenden, gewaltigen Schritten kommt er über das Feld, einen derben Stock in der Hand. Mit weit ausholenden, gewaltigen Schritten geht er von Bataillon zu Bataillon. „Guten Morgen. Kameraden!" -- „Guten Morgen, Majestät!" Von Bataillon zu Bataillon ertönt der Gruß, kräftig, markig, überall hört man cS. Fünfzehn Bataillone entlang. Das ist wahrhaftig keine Kleinigkeit. Mir lacht das Herz im Leibe, gedenke ich der russischen Lügen. Hier und da bleibt der Kaiser stehen, schüttelt eine Hand, spricht einen Satz. Dann geht es weiter in gewalti gen Schritten. Nun bemerke ich erst das große Gefolge, mit dem der Kaiser gekommen ist. Prinz Joachim von Preußen, der Kricgsministcr, Exzellenz v. Äeseler natürlich. Nun kommt ein schwerer, ernster Mann langsam über das Feld. Man sieht sofort, das ist Hindenburg. Schwer und ernst schreitet er voran, die Wetterwolke, dte immer wieder drohend über Rußland hängt. Neben ihm geschmeidig, sehnig, äußerst guter Dinge Exzellenz v. Ludendorfs. Ein Leutnant in meiner Nähe flüstert: „Es ist alles da, alles, was gut und teuer ist." Ein gewaltiges feldgraues Karree bildet sich um den Kaiser und seine Generalität. Der Kaiser hält eine An sprache. Die Stimme ist daran gewöhnt, vor großen Massen im Frieden zu sprechen. Ein kurzer Satz mit star ker Betonung des .Hauptwortes, eine kleine Pause, der sol gende Satz. Ich stehe ziemlich ivcit ab und kann doch fast jedes Wort verstehen. So gut trägt diese kräftige, dunkel gefärbte Stimme, Der O b c r st e Kriegsherr dankt s e i n c n t a pf e r c n S o l d a t e n im Namen ganz Deutsch lands, insbesondere auch den gewaltigen Taten seiner Landwehr und seines Landsturms. Der schönste nnd höchste Augenblick im Leben dieser Männer. Das sieht man jedem an, das sagt einem nachher jeder. Exzellenz v. Bcselcr bringt das Hoch auf den Obersten Kriegsherrn aus. Wie das schallt über den russischen Exerzierplatz! Der Kaiser verteilt persönlich die Auszeichnungen. Wie die Offiziere voll bewegter Dankbarkeit sind, daß er sich nur kurz bei ihnen anfhalt, um bei seiner knapp bemessenen Zeit mvg Ijchst lange mit den Mannschaften sprechen zu können, denn nichts gebt diesen Offizieren über ihre Leute. Der Kaiser kommt dicht an mir vorbei. Er sicht mich scharf an. Ich kenne den Blick. Heute liegt etwas unge heuer Frohes, fast Humoristisches in dem scharfen Auge. O ihr dummen Biervcrbändler, wenn ihr eine Ahnung hättet! .... Noch vor zwölf Stunden pfiffen hier die Kugeln. Jetzt bat der Deutsche Kaiser Parade in Nußlands stärkster Festung abgchalten. Kaum vicrundzwanzig Stunden sind vergangen, da rcnommicrtc ein gefangener russischer Offizier beim Verhör a» dem mir benachbarten Tisch, daß sich Nowo-Georgiewsk noch mindestens ein Jahr halten würde. Jetzt ziehen die deutschen Truppen schon weiter zu neuen Taten. Hüte dich. Rußland! Deutsche Verwaltung in Kurland. Nach der „Neuen Politischen Korrespondenz" ist das Mitglied des preußischen Herrenhauses Kommandant a. D. v. G o s l c r zum Elses der Zivilverwaltiing in Kurland ernannt worden. sW. T. V.j Verlegung des zarischeu Haushalts. Kvpenhagener Blätter melden ans Petersburg: In Zarsioje Ssclv werden Vorbereitungen zur Verlegung des kaiserlichen Haushalts getroffen, es verlautet, daß sic Z a r c n f a m i l i e in das südliche Rußland über- siedelt „zur Erholung". Ein zweifelhaftes Versprechen des Zaren. Die Ageiicc HavaS meldet, der Zar habe bei einer Unterredung mit dem früheren französischen Minister Ernppn gesagt, Frankreich könne ans den' unerichntter- ltchen Willen Rußlands rechnen, bis zum endgültigen Siege zu kämpfen. lW.T. Die Kammer hat nach einer Erklärung des Minister präsidenten Viviani, der eine kurze Erörterung folgte, d i e Kredite für di e kl n t c r st a a t S s c k r e t a r i a t e dcS K r i egSamtes mit 539 gegen eine Stimme a » g c n o m - m c n und ans die Abhaltung einer ge h c i m c n Sitzung verzichte t. Sie vertagte sich sodann bis zum 1V. September <W. T. B.) st. Die heftige Opposition der Rechten und der ge müßigten Republikaner gegen die von den Par teien der äußersten Linken geforderte geheime Sitzung der Deputicrtenkammer ist also erfolgreich gewesen. In den Reihen der Linken stiegen Bedenken gegen die geheime Sitzung auf, die in der Tat einen außergewöhnlichen Vor gang bedeutet hätte: es wurde beschlossen, den einzelnen Mitgliedern bei der Abstimmung über diese Frage freie Hand zn lassen. Da in den letzten Tagen in den Par- lamentsgruppcn der Gedanke aufgcraucht war, die Kammer als Geheimausschuß' tagen zu lassen, um Fragen der Landesverteidigung zu prüfen, hielt der Ministerpräsident Viviani am Donnerstag in der Kammer eine beredte Ansprache über diesen Gegenstand, die den begeisterten Bei fall des HauscS erweckte. Ter öffentliche Anschlag der Ansprache wurde einstimmig beschlossen. Viviani er innerte daran, daß die Regierung kein Mittel vernach lässigt habe, um den Parlamentsausschüssen, in denen alle Parteien vertreten seien, immer die weitestgehende Prüfung zn gestatten. Viviani stellte sich dann der Kammer zur Ab haltung einer geheimen Sitzung zur Verfügung, obgleich die Regierung ihr nichts Neues mitzutcilcn habe, und fuhr fvrt: Die Republik ertrug 48 Jahre lang die Last ihrer furchtbaren Wunde. Aber die Behauptung, daß sic nicht für ihre militärische Verteidigung sorgte, ist falsch. Ich muß svlgendc Worte IosfreS, die in der letzten Sitzung beifällig ausgenommen wurden, in Erinnerung bringen: Tie Republik kann aus ihre Armee stolz sein, die sie gemäß den modernen Anschauungen in Verehrung der Gerechtigkeit und in Liebe znm Recht aufgcbaut hat. Am Tage des Krieges scharten sich die Kinder Frankreichs um dieses Ideal, ohne das nur eine Armee von Söldnern bestehen kann. lEinmtttigcr Beifall.) Die deutsche Presse versucht zu sagen, in Frankreich herrsche ein Zwiespalt. Solange wir das heldenmütige Belgien nicht wieder hcrgcstellt und Elsaß-Lothringen nicht micüererobert haben, wird es keinen Zwiespalt bei nnS geben. Set es drum, daß unsere Feinde sich dnrch einen schweren psvchologischen Irrtum irrcführcn lassen, wir tun das nicht, die mir Arbeiter und Arbeit geber, reich und arm, Bürger aller Parteien und Bekennt nisse in derselben Anfwallstng die gleichen militärischen und menschlichen Pflichten crsüllcn sahen, als sic den Frieden der Welt l!> verteidigten. Diese Gewißheit kommt uns vom Parlament, das dem Lande ein wunderbares Schauspiel bot, als cS am 4. August 1914 seine Seele zu den Höhen der Zukunft erhob. Tie Gewißheit kommt uns von der ver trauensvollen Bewunderung für das Heer und seine Führer, die alle in schweigender Erfüllung ihrer helden haften Arbeit kämpscn. Das Parlament schöpft aus der -Herrschaft der Nation das Recht zur Kontrolle. Aber die Macht, die der Regierung vom Parlament verliehen ist, muß »m so stärker sein, je größer die Verantwortung der Negierung ist. Ilm das grvßc Werk der Gegenwart zu einem guten Ende zu führen, brauchen wir den notwendi gen Gleichmut und die stillschweigende ständige Zustimmung jedes Willens. Tics war niemals notwendiger. Ztg." meidet aus Bern: Der geflüchtete französische Flieger Gnilbcrt hat sein der Militär behörde gegebenes Ehrenwort zwar aus schriftlichem Wege zurückgezogen, aber so spat, daß er vor Ergreifung schärferer BewachungSmaßregel» entweichen konnte. Ter Londoner Vertreter des „Glasg. -Herald" meldet: Die letzten beiden Sitzungen des Kabinetts galten haupt sächlich der Wehrpflicht, llnionistcn und Liberale bil den keine getrennten Lager. Ein oder zwei Liberale traten für die Wehrpflicht ein, ein Niiionist gegen die Aendcrung des herrschenden Snstews. Drei Gruppen bestehen im Kavinett. Eine kleine Anzahl Mitglieder befürwortete dir sofortige Einführung der Wehrpflicht, eine zweite ist sehr entschieden dagegen, die dritte Gruppe, die so stark ist wie die beiden anderen zusammen, will jede Politik unter stützen, die die militärischen Ratgeber der Krone für not wendig halten. Der Premierminister Asguith gab Auftrag, -ans dem ncitionalen Register scstznstellen, wieviele Männer für die von der Regierung ausgeschriebenen Arbeiten ver fügbar sind. Diese Statistik wird hoffentlich vor Zu sammentritt des Parlaments fertig sein. Die Regierung wird dann die politische Entscheidung lediglich nach mili tärischen Rücksichten treffen nnd dem Parlament vielleicht schon am l!. September eine Erklärung darüber abgcbcn. Errgftsch»' Ernährungssorgcn. Der Vorsitzende der britischen LandwirtschaftSkammer B a t h u r st klagt in einer Zuschrift an die „Mvrning Post", daß die Berichte der beiden von der Regierung eingesetzten Allsschüsse zur Prüfung der einheimischen Erzeugung an Lebensmitteln nicht verössentlicht und anscheinend ver worfen wurde», weil sie eine Ausdehnung der Anbaufläche für Weizen, Hafer und Kartoffeln befürworteten und Min destpreise sür Landwirte forderten. Bathurst weist aus die Untersuchung von 1995 über die Lebensmittelversorgung zur Kriegszeit hin, deren Minderheitsbericht betvntc, daß es unmöglich sei, einen langen Krieg zu einem erfolgreichen Ende zu führen, wenn die Bevölkerung Hunger leiden müsse. Bathurst fahrt sort: Die überseeische Zusuh r v vn L c b e n s in i l t c l n hängt teilweise mit der Ocffnung der Dardanellen, hauptsächlich aber mit der Tätigkeit der Untcrseebvvtc zusammen, die sich wahrscheinlich gegen die Zufuhr von Lebensmittel» richten wird, wenn die eng lischen Vorräte am meisten erschöpft sind. Man muß damit rechnen, daß der Vrvtpreis des armen Mannes im Iahrc 1916 und 1917 höher steigen wird, als in diesem Früh jahre. (W. T. B.i Ein englisch-portugiesischer Mnnitionsliefcrungsvertrag? Das Kriegsministerium dementiert diese Nachricht. Man meldet dagegen, daß Ge neral Bvtha die Portugiesen in Afrika militärisch unter stützen werde. sW. T. B.) Beruhigte Stimmung in Amerika. Die Blätter melden übereinstimmend aus Amerika, daß der Schritt des Botschafters Grafen Bcrnstorff in Washing ton sehr srenndiich ausgenommen wurde und die Spannung verminderte. „Tailp Telegraph" erfährt aus Newpork: Der Tvn der deutschen Note wird als versöhnlich aufgcfatzt und stützt die Anssassung, daß Deutschland keinen Bruch mit den Bereinigten Staaten wünsche. — „Mvrning Pvst" meldet aus Washington: In NcgicrnngSkrciscn hofft man, daß der Abbruch der diplomatischen Beziehun gen und des Handelsverkehrs vermieden wird. Man gibt aber zu verstehen, daß der bloße Ausdruck des Be dauerns nicht genüge, wenn nicht die Versicherung gegeben werde, daß keine weiteren Schisse ohne Warnung und Durchsuchung angegrissen würden. Falls diese Versicherung nicht gegeben werde, würde die Versenkung des nächsten Schisses, aus dem sich Amerikaner befänden, wieder dieselbe Krisis Hervorrufen. Kardinal Gibbons sagte, cs sei be klagenswert, daß Amerikaner ans britischen Schissen reisten. Die Amerikaner, die so handelte», begäben sich mutwillig in Gefahr. Der Kardinal erklärte sich energisch dagegen, daß das Land wegen einer persönlichen Laune weniger Ameri kaner in einen Krieg hincingczwungcn würbe. — Die „Times" melden aus Washington: Die Mehrzahl der Be richterstatter stimmt darin überein, daß man in Washington erfreut, sogar ziemlich hoffnungsvoll ist, daß ein Bruch ver mieden wird. Tie „Sun", „Ncwy. Times", „Tribüne" und andere Blätter sagen, daß die Atmosphäre sich aufhclle. Die übrige Presse, namentlich des Südens nnd Westens, äußert sich ganz ähnlich. (W. T. B.)
