Juni <924. Wir wünschen »«S i» in einer Frage. die unseren beiden Regierungen ernste Sorge bereitet, nnmitlclbar an Eure Exzellenz zu wen de». Wir habe» nicht ohne grösste Besorgnis erfahren, das, die deutsche Regierung vielleicht die Absicht haben könnte, auf die kürzlich wegen der Militärkontrollc im Deutschland an ihre,, Botsänistcr in Paris gerichtete Note keine znstimmende Antwort zn geben. Gleichzeitig er halten wir die bennrnhigenden Berichte über die unaus gesetzte und znnehinende Aktiviiät der nationalistischer und militaristischen Organisationen, die mehr oder weniger offene militärische Borbereitnngen treffen, um in Enropa neue bewaffnete Konslikcc hcrvorznrufen. Diese Berichte sind z» zahlreich nnd zn substantiiert, als das, man sic vernachlässigen könnie. Sic fuhren dazu, die össeiittickn. Meinung in einer Besorgnis zu bestärken, die unvermeidlich die Haltnng der beiden Regierungen beein flussen muss. Wir sind sicher, das« die deutsche Negierung, falls diese Berichte unbegründet sind, nicht nur ihre eigenen Inter essen wahren, sondern auch ganz Europa eine» große» Dienst erweisen wird. >venn sie an einer Untersuchung mitwirkt, die so durchgestihrt wird, das, sie die Besorgnis vor geheimen militä rischen Vorbereitungen zerstreut. ES läge im eigensten Interesse der deutschen Negie rung, wenn die genaue Lage in bezug ans die Entwass- nung in llebereiuitimmü.ig mit den Beitimmungen deö Bertrages seslgcstellt würde. Wenn sie die Alliierten von der Ausrichtiak-it ihrer kmltnug überzeugen ivill. muß sie von der Möglichkeit Gebrauch machen, eine,, BctveiS hier für z» gclien. in dem sie die Kontrollkommission bei der Feststellung der Tatsache» nnterstiitzt. Wir appellieren an Eure Erzellenz. weil wir keine Gelegenheit versäumen möchten, »m eine Ursache ernster Schwierigkeiten zwischen unser» Negierungen zu beseitigen. Frankreich und Großbritannien haben keineswegs das Bestreben, der deutschen Ncaicrnng Schwierigkeiten zn bereiten oder die Kontrolle über das Maß des Notwen digen hinaus zn verlängern. Im Gegenteil, sic nehmen die Zurückziehung der Kommission für einen möglichst nahen Zeitpunkt in Aussicht. Sie wünschen lebhaft, den Mechanismus der Kontrollkommission durch das im Art. 21» dcS Vertrages dem Bölkcrbnnd übertragene llntcrsncknngSrccht erscüt zn sehen, sobald sie in bezng aus die verschiedene,, Punkte, die die alliierten Neaiernngen besonders bezcick—et lmben, Gonuqtnnng erhalten haben. Sie verlanaen »nr. daß man ihren berechtigten Besorg nisse« jede Beruhigung zuteil werden läßt. Man kann nicht von ihnen verlangen, daß sie ihre Sicherheit dnrch den Wegfall der Garantien gefährd?» lasten, die sie ans Grnnd der Bcstimm'inqcn deS Versailler Vertrags in Händen haben. In diesem Geiste bringen wir erneut nnscre ansrichtigc Hoffnung zum AnSdrnck. das, die dcntsche Negier»,,«, ans die Note der Botschastcrkonscrcnz die Antwort erteilt, die der Situation nnd dem im Ver trage feierlich sestgclegicn Verpflichtungen entspricht, gez. Die .Konferenz, des französischen Ministerpräsidenten Herriot mtt den belgischen Ministern Thcunis und HymauS war um ü Uhr beendet. Stach Beendigung der Beratungen wurde den Pressevertretern daS folgende Kommunion« mitgetcilt: Der französische Minister präsident Herriot hatte zwei Zusammenkünfte mit dem Ministerpräsidenten Thcunis und dem Außenminister Hymans, in dessen Verlauf er sich über die mit Namscy Macdonald geführten Verhandlungen äußerte. Die Slerhandlungen geben die Hoffnung ans ein enges Z »stamm eng ehe» Englands, Frankreichs. Italiens nnd Slclgiens, um die Inkraftsetzung dcS Laänxrftändigen-Gut achtens siäwrzn stellen. Die An näherung zwischen den alliierten Mächten, die durch die 2!eise der belgischen Minister nach London, Paris und Mailand vor bereitet wurde, wird die Lösung der noch schwebenden Fragen erleichtern. Der Austausch der Pfänder »ach Erfüllung aller im Sachverständigeu-Gntoilsten für Dentscistand vorgofehcnen 'Bedingungen, die Ausführungs-Garantie« des ütegimcs der Eisenbahnen und die Erneuerung der Micnm-Ülerträge haken die besondere Aistmcrksamkeit der Minister gesunden. Das Problem der Sicherheit ist besprochen worden, und sein Studium wird von beiden Seiten fortgesetzt. Die Unter redung in Brüssel wurde in einem ousrichUgen leiste enger Freundschaft und gegenseitigen BerlrauenS geführt. Sie haben den Eindruck htnterlossrn, daß ein ernster Fortschritt erzielt wurde, und daß die nächste Konserenz imstande sein werde, das Neparationsproblcm einer baldigen Lösung ent-, gegenznführen, tW. Die gestrige Erklärung deS Premier- Minister", tm Unterhaus« über die Erörterungen in Ehegners werden in politischen Kreisen da.'sin airSgeirgt, daß die Mitte Juli in London zusammentretend* K im seren.;, an der di« Alliierten und Japan teilnehmcn, und die Vereinigten Staaten wahrscheinlich dnrch einen „nich>offiziellen Beobachter" ver treten sein würden, sich in der Hauptsaei>e, wenn nicht aus schließlich nilt der Durchführung des DaweS-Berichkö befassen werden. Da dieser Bericht Uber die Bedingungen des Vcr- sgiller Vertrages InnaiiSgeht, bestehe, wie angenommen lver den könne, die Absicht, Dentschland lm Endstadium der Konferenz zu den Verhandlungen hinznznziehen s!f, damit der Bericht nnter der willigen Mitwirkung Deutkchlands zur Anwendung gebracht «erden könne. Der nächst« Schritt würde die Reise Macdonalds und Herrioks im September scim ES könne angenommen werden, daß in dieser ^scit die Erörterungen über das Sicherheitsproblcm »ud die Frage der llebertragüng der Mtlitärkontrvlle Deutschlands an den VölkerburU» fallen werden. Nach Erledigung dieser Fragen würde di« Zeit gekommen sein, um das Problem der inter alliierten Schulden ln Angriff zu nehmen AnS den gestrigen Aeußerungcn Maedonalds werde geschlossen, daß aus seilen der britischen Negierung nicht die Absicht bestehe, den Alli ierten ihre Kriegsschulden vollkommen zu erlassen, während die Möglichkeit, daß England Frankreich für die Durchführung des Daiveo-Rerichts wirtschaftliche und finanzielle Garantie« bieten könnt«, für kaum wahrschoinlich erachtet wird. iWTB t Amerika hal,,-irekle" und „in-irekle" Inkeressen in Europa. Neuyork, 24. Juni. Aus Washington wird gemeldet, daß die Bereinigten Staaten durchaus bereit seien, an der Siegelung der Reparationsfrage in Europa mitzuhclscn, doch beabsichtige» sie nicht, sich in irgendwelche europäische Schwierigkeiten zu milchen. Der Wortführer dcS Präsidenten Coolidgc sagte mit Bezug auf den Dawes-Plan und die für Juli in London geplante Konferenz, der Präsident vertrete die Ansicht, daß anerkannt werden müsse, daß Amerika gewisse direkte nnd indirekte Interesten in Enropa habe, doch wüidc« diese nicht durch eine aktive Teilnahme Amerikas an der Kon, ferenz gedeckt werden. Man erwarte, daß Amerika formell vertreten sein werde, doch werde keine Möqlicksteit gesehen, daß Dawes oder Hughes, der beabsichtige. z»r Zeit der Kon ferenz mit einer amerikanischen Inrlstenvercinlgnng sich in London ausznhalten. als Delegierter an der Koniercnz teil- nehmc« würde. lW. T. V.t Der „«oralische Pakt" von Chequers. Die Erleuchtung ist den beiden Staatsmännern Englands und Frankreich erst nachträglich gekommen. Denn was das eigentliche Kommunigue über die besonders in Deutschland so voreilig alS Wcltenwende gepriesen« Mtnisterkonferenz von Ehegucrs besagt, ist nichts anderes als das übliche „Ein verständnis", das noch nach jeder Konferenz alliierter Staats männer „fcstgestcllt" wurde. Bald nannte man es Einigung, bald Ucbercinstimmung in den beiderseitigen Absichten und Zielen, und man erinnert sich noch zu gut des herzlichen Händedrucks, den Bonar Law und Poincare in den erste« Iannartagen 1923 wechselten, als sich mit dem Beginn deS Nuhrverbrechcns beider Wege so verhängnisvoll trennten. Erst nachträglich fand man jetzt das erlösende Wort. daS den hoch gespannten Erwartungen der ganzen West doch wenigstens eine Formel bieten sollte, die etwas Neues brachte. U»d wenn man nun statt der neuen Entente, die in ChequerS ge boren werden sollte, den „moralischen Pakt zur dauernden Zusammenarbeit" aus der Taufe hob, so ist damit das Stich wort gegeben, nnter dein sich die Diplomaten und Politiker die .Köpfe über das Rätsel von Ehcguers zerbrechen können. Ein Rätsel ist es auch heute noch, obwohl sich die ersten Schritte z» seiner Lösung bereits abzeichncn. Von einem per sönlichen Freundschaftsbündnis zu sprechen, wie es in ihrem bekannten Ucbersckwang die „Franks. Ztg." tut. ist allerdings dabei ebenso verkehrt, wie ein Verkennen der offenbar ehr lichen Neniühnngcn beider Ministerpräsidenten, zu einein wirklichen Ausgleich der Interessen beider Länder zu kommen. Aber beide handeln als Vertreter der nationalen Interesten ihrer Länder, nicht aus parteipolitischer Ein stellung, wie sie in den außenpolitischen Forderungen der deniichen Demokratie so üppige Blüten treibt. Und eS muß in der Versihicdcnartigkcit der beiderseitigen Ziele liegen, wenn trotz dem ehrlichen VerständignngSwillen der beiden Minister die Einigung von ChequerS ein recht fragwürdiges Gebilde geblieben ist. Letzten Ende« ist eS etn« Frage der Weltanschauung, eine Frage von politischem Optimismus oder Pessimismus, ob man nunmehr, wie eS die deutschen Demokraten tim. den Weg zum Paradies der Vökkerversöhnimg offen und die einzige Gefahr in den nationalistischen Treibereien in Deutschland siebt, oder ob inan mil unverhohlenem Skeptizismus die Lage betrachtet, die sich für nnS anS der neuen Entwicklung des englisch-französischen Verhältnisses ergibt. Sich von beiden Anschauungsweisen srciznhalten, wird etne wesentliche Vor aussetzung kür eine klare Erkenntnis der Dinge sein. Und da wird man allerdings schwerlich an der Stellungnahme deS stets mit bemerkenswerter Objektivität und klarem Blick iirieilenden .Nieuwe Rotterd. Courant" Vorbeigehen können, daß „vorläufig in der deutschen Frage nichts geändert wird und daS Nnbrgcbiet weiter besetzt bleibt". Diese Auffassung crbätt jetzt ihre Bestätigung durch zwei sehr wichtige Presse- änßernngen in England und Frankreich, die sich gegenseitig ergänzen, und die darum in dem Wust der sich wiedersprechen- den ersten Acusiernngen ein einigermaßen klares Bild geben. So bebt der „Manchester Guardian" hervor, daß daS wich tigste Ergebnis der Konferenz die „Schritt-für-Schritt- Meihode" sei, nach der man vorgebcn wolle, da sonst infolge der vielen Schwierigkeiten der Erfolg gefährdet werden müsse. Der erste Schritt nach dieser Methode soll die Rege lung der wirtschaftlichen Maßnahmen ans Grnnd dcS Dowesbcrichtes sein. Nur ans diesen Teil des ganzen Pro blems werke sich die Inlikonscrenz beziehen, nnd erst später werde man dazu übergehen, die militärischen. SanktivnS- nnd sonstigen Fragen zu regeln. Wie ausschließlich Frankreich die Gcsamtregetnng hintcrtreibt oder doch verzögert, belegt der „Manchester Guardian" mit dem Hinweis darauf, daß Herriot sich nur einverstanden erklärt habe, das Nnbrgebiet wirtschaftlich zu räumen, wenn der TaweSvlan verwirklicht sei. Auf Maedonalds Einwurs von der Notwendigkeit einer militärischen Räumung des Ruhrgebiets habe Herriot er widert, daß „Frankreich die militärische» Pfänder nicht a»f- gcben könne, falls cs bierkür kein anderes, das Sicherhcits- bedlirfnls Frankreichs befriedigendes Pfand erhalle".
