Paris, 1L Kuli. „Chicago Tribüne" zufolge erklärte Senator Knox, das, er den Plan HardingS, eine Ab rüstungskonferenz cinznbernsen. billige, jedoch wünsch« er, Last sich diese aus die Abrüstung zur Sec beschränkte. Die Lage Frankreichs, das die Ansrechterhal» tuug einer starken Militärmacht wünscht, würde eine Ab rüstung zu Lande ouoschliesten. Die Krage, wieweit sich die Walbingtoner Erörterungen erstrecken sollen, namentlich, ob die Abrüstung zu Lande gleichfalls erwogen werden soll, gibt einer Neibc von Pariser Blättern Anlas;, sich dazu zu äußern. Aus den« „Matin" erfäbrt man, das, Briand fest entschlossen sei, selbst nach Amerika zu reisen, um als El,es der sranzösischc» Regie rung an der Konferenz teilzuneluncn. „Dailn Ehronicle", das Blatt Lloyd «Georges, spricht von einer äbnlichen Ab sicht des englischen Premierministers. Der ..Matin" er lährt, daß es beinahe unvermeidlich sei. daß auch die Krage der Abrüstung zu Lande und damit auch die Krage des Ver sailler Kriedcnsvertrages und der Völkerbnndsaktc aufge worfen würde. Es würde also ein wichtiger „Oberster Rqt" werden, der sich in Washington versammeln würde. Allerdings würden nicht t2 Staaten, sondern nnr die vier Westmächte au dieser »ouscrenz teilnehmen, darunter be- svuders Amerika, welches weder an Besprechungen in Elens, noch im Obersten Rat selbst teilgcnommcn hat. Eine der artige Debatte würde Krankreich eine ausgezeichnete Gelegenheit bieten, seine Stimme z» erheben, sich seine Sicherheit für die Zukunft garantieren zu lassen, indem cS Amerika veranlaßt, entweder die Völkcrbundsaktc oder den Versailler Vertrag anzunchme», oder aber den Garantie- «ertrag, der von den Vereinigte» Staaten nicht anerkannt wurde. Paris, ll. Knlt. Der Sonderberichterstatter der „Demo kratie Nounelle". Charles Gesfis, wirft sich in einem länge» ren Artikel zum Anwalt der französischen Kaufleute im Rheinland,- aus, in deren Kntcressc die Sanktionen un bedingt ausrechierbolten bleiben müßten. Er wendet sich in diesem Artikel gegen einige Konrnatisten der gemäßigten sozialistischen Presse, die, so sagt er. in unbegreiflicher Weise erklärt hätten, es sei die Pflicht Krankreichs, unverzüglich Deutschland van den nicht mehr zu rechtfertigenden Kesseln zu befreie». Man glaubt zu träumen, wenn man so etwas lese. Die Zurücknahme der Sanktionen, d. ü. die Freigabe non Düsseldorf, DniSbnrg und Ruhrort sowie die Zurück- Verlegung der Zollgrenze an die Lauter und Saar, sei Wahnsinn. Seit einigen Wochen spüre man die glück lichen Folgen der Sanktionen, und der festgefügte Bau des Deutschen Reiches beginne — ein glückliches Vorzeichen — zu krachen Die .Kluft zwischen Links und Rechts-Rhein ländern erweitere sich, und da sollte man wegen der schönen Augen eines Llond Georges die wohltätigen Sanktionen aufhcbcn und zn dem Stand der Dinge vor dem I. März zurückkehren? Das dürfte nicht der Kall sein: denn sonst könnte Frankreich seinen Hoffnungen a»f friedliche Durch dringung der Rlieiniande Adieu sagen. Ebensowenig stichhaltig ist die Erklärung des „Libre Parole". Das Blatt schreibt: Behalten wir die Zollgrenze bei. sowie die Besetzung von Düsseldorf, Ruhr ort und Duisburg! Bei den gestrigen Besprechungen zmiichen den deutschen und französischen Sachverständigen teilte Direktor Guggenhetmer dem Minister Lonchcur die Bemerkung des Wieder,ansbauministcrs Dr. Ralhenau über die Ergebnisse der letzten Konferenz mit. Dr. Rathenau hatte Guggenhcimer beauftragt, den französischen Tackwer ständigen mehrere Einwände vorzulegen. namentlich über die Staffelung der Warenleistungeu, die auf die deutsche Schuld gutgefchrieben werden. Loucheur beauftragte seine Mitarbeiter, die Gegenvorschläge zu studieren. Die franzö fischen Sachverständigen versammelten sich sodann im Bureau Seydoux und nahmen verschiedene Abänderungen in der Durchführung des deutschen Planes in Aussicht. Die Krage der Zahlung der deutschen Leistungen in Ware» wird heule neuerdings besprochen werden. Man glaubt im all gemeinen. daß eine befriedigende Lösung zustande kommen wird. Dem „Exzelsior" zufolge machte Lonchcur der Versammlung der Sachverständiger, Mittei lung darüber, die Regierung glaube, daß sich d»,S Kabinett Wirth einer besondere» F e st i g t c i t erfreue. Der Sturz des deutschen Kabinetts wurde die mühsame Arbeit der Sachverständigen zu Nichte machen. Das Blatt glaubt zu wissen, daß Guggenheiiner Loucheur die Versicherung gab von dem ernsten Willen der deutschen Negierung, die ge gebenenfalls nicht zögern würde, den Reichstag ans- zu lösen. Das deutsche Volk würde dann bei den Neu mahlen bekunden, ob es das Kabinett Wirth unterstütze oder nicht. — Die Leiden -er Deutschen in Oberschlesien. Berlin, 12. Kuli. Ans den Landkreise» Oberschlesiens werden, wie die Blätter berichten, zahlreiche t e r r o r i st i s che Akte gemeldet. Die deutschen Flüchtlinge kehren mit ihren Familien zu »linderten in die Städte Benthe». Gleiwitz und Katiowitz zurück, da in den meisten Landvrte», die ohne alliierte Beiatzung sind. Mißhandlungen, Vrrschlep piingen und Tötungen Deutscher an der TageSvrd nung sind. Bei Neuenhvs im .Kreise Kattowitz fand ein Gefecht zwischen polnischen Knsurgenten und der QrtSwehr statt, wobei die Polen ö Tote hatten. Die Abneigung Ser vberschiesier gegen die französische Besetzung. Ratibor, 11. Juli. Dem „Obcrschl. Auz." .zufolge haben die Eisenbahn- und Postbeamten, sowie die Vahnarbciter des Eisenbahriknotcnpilnktes Pensa an den Kreistvntrolleur in Ratibor einen Protest gegen die beabsichtigte Besetzung von Pensa und seiner Umgebung durch die Franzosen gerichtet. Sie fordern die Beibetxiltung der Be setzung von Pensa durch Italiener oder Engländer und erklären, ihre Forderung gegebenenfalls durch Still legung des Betriebes unterstützen zu wollen. Die gesamte dortige Bevölkerung habe kein Vertrauen zur französischen Besatzung und wolle nötigenfalls zur Selbst Hilfe schreiten. Eine Abschrift dieser Entschließung ist an das Vcrkehrödepartement in Oppeln gesandt worden mit der «Forderung, an Stelle der französischen Besatzung einen mit Gewehren bewaffneten Bahnschutz in Stärke non 18 Mann zu genehmigen. Pensa ist ein wichtiger Eisenbahn knotenoinikl mit sechs Brücken, vielen Werkstätten und Stell werken. «W. T. B.s Die Gerüchte ü-er Lerond. Paris. 12. Kuli. ..Matin" teilt mit. daß General Lerond allerdings mn «inen Urlaub gebeten hat. um sich einer leichten Operation zu unterziehen, daß aber di« Deutungen, die der „Eclair" und der „Homme Libre" dieser Tatsache geben, unzutreffend seien. Der General werde Oberschlesien nicht verlassen, venor der Rapport über die Teilung Ol»ersch-lenens dem Obersten Rate zugegangen sein wird. Paris, 12. Kuli. „Homme Libre" berichtet, daß General Lerond den Polen nahcgelcgt habe, ans die Bezirke Gleiwitz und Hindenburg zn verzichten, als er bei Korfanto anfragen ließ, ob die Polen denn so großen Wert auk diese Bezirke legten. Wie von unterrichteter Seite mitgctcilt wird, begibt sich in den nächsten Tagen eine aus mehreren Offizieren bestehende Interalliierte Kommission nach Mittelschlesicn, um sich dort über die Auflösung »nd Entwaffnung des nberichlesiichen Selbstschutzes zu unterrichte». Dem polnischen Sejm ist der Entwurf der Ausinbrnngs bestimmungcn für eine Z w a n g s a n I e , b e zugegangen. Die Anleihe soll 15 Milliarden polnische Marl cinbringen und mit 8 Prozent verzinst werde». Die Versenkung eines englischen Lazarettschisses. Leipzig, 12. Juli. Unter dem Vorsitz des Präsidenten Dr. Schmidt hat heute vormittag vor dem zweiten Straf senat des Reichsgerichts in Gegenwart von Vertretern der Rrichsre-gicrung und einer englischen Delegation unter Führung des Generalstaatsanwalts Sir Ernest Pollock der zweite Unterseeboot-Prozeß begonnen. Angeklagt sind die beiden Oberleutnants zur See Ludwig Dithmar und John Boldt, denen als Verteidiger die Rechtsanwälte H ahnemann und Tr. Beier, Leipzig, sowie Dr. v. Zwehl, Berlin, zu, Seite stehen. Es sind zunächst 27 Zeugen, darunter 13 Eng länder, anwesend. Tie Anklage vertritt der Oberreichs amvalt, als Sachverständiger fungiert KorvettenEgpitän Saalwächter von der Neichsmarineleitung in Berlin. Dolmetscher sind die Herren Peters und ArmhauS. Leipzig. Der Zuhörerraum ist dicht besetzt, auch sind wieder eine Reihe ausländischer Journalisten, namentlich Eng länder, zugegen. Ludwig Dithmar ist zurzeit Oberleutnant zur See in Cuxhaven. John Boldt Kaufmann in Danzigs Der Ober- reichsamvalt hat Anklage wegen vorsätzlichen Mordes gegen beide erhoben, weil sie. nachdem das U-Boot 8b am 27. Kuli 1U16, 120 Seemeilen westlich von -er Südipitze von Irland das Lazarettschiff „Llandovern Castle" versenkt hatte, gcineinschaftlich mit dem Führer des U-Boots, Kapitän- lentnant Patzig, die schiffbrüchigen Insassen der Rettungs boote haben erschießen lallen, um die Zeugen der völker rechtswidrige» Versenkung zu beseitige». Kapitänleutnant Patzig ist verschwunden und hat die Angeklagten verpflichtet, nichts über die Ereignisse seues Tages auszusagen. In seinem Kriegstagebuch hat Patzig nichts von diesen Borgän gen erwähnt. Er hat, wie die Anklageschrift schließlich her oorhcdt, während der Beschießung die Mannschaften seines U Bootes unter Deck geholt e n, damit sie nicht Zeugen der Tat sein sollten. Beide Angeklagte haben in der Voruntersuchung jede Auskunft über die Vorgänge des Tages verweigert, und zwar unter Berufung aus ihr dem Kapitänleutnant Patzig gegebenes Versprechen. Der Angeklagte Dithmar er klärt auch heute, nichts aussagcn zu wollen, Boldt dagegen äußert sich im allgemeinen über die äußeren Umstände bei den Vorgängen. Er erklärt, e r s e i st o l z, « n t e r e i n e in Kommandanten wie Patzig tätig gewesen zu sein. Cr schildert ». a. den Augenblick, als „I> 8ll" nur noch einen Torpedo und ein verbogenes Sehrohr hatte, und eine Reihe von feindlichen Kriegsschiffen sich näherte. Damals wurde von „ll 8ll" das amerikanische Transportschiff „Cin cinnati" versenkt. Er meint, wenn alle Unterseeboots- Kommandanten Männer wie Patzig gewesen wären, dann hätte England den Krieg nicht gewinnen tünnen. Der Präsident bemerkt hierzu, cs sei hier nicht der Ort, den Krieg nachziiprüsen. Patzig möge sich, erklärte der Angeklagte schließlich, geirrt und in der Wahl der Mitte! vergriffen haben, aber er habe den heilige» Willen gehabt. die Hungerblockade zu brechen und Deutschland zuni Siege zu führen. Welche Gründe dieser gehabt habe, in seinem Kriegstagebuch nichts von den Vorgängen zu er wähne», wisse er nicht. Hierauf beginnt die Zcugenner nehmiing. Der zweite Offizier der „Llandovern Eastle Enapman erklärt, das Lazarettschiff sei ordnungsmäßig als solches gc kennzeichnet gewesen. Er versichert, das Schiff sei nie zum Transport non Munition und Truppen benutzt worden. Nach der Torpedierung des Schisses seien die Insassen in die Boote gestiegen, die am Steuerbord hernntergelasscii wurden. Bald daraus erfolgte aus dem Schiss eine K c s s c l c r p l o s i o n. Der Zeuge glaubt, daß durch die Kcssclexplosioii auf dem Lchissc eine Anzahl von Personen getötet worden ist. Kn seinem Rettungsboot befand sich auch der Kapitän. Als das U Boot heranlam. ivnrdc ihnen zngcrnscn: Kommen Sic sofort, sonst schieße ich aus Sic. Der Sprecher war der K o m m a n d a n t des U B oote s. der zwei Revolver in den Händen hatte. Der Kavitän stieg a»f das U-Boot über, ka n aber Haid darauf zurück. Der Kapitän erklärte, ilnn sei "vm ersten Leutnant des U Bootes gesagt worden, sic sollten sich rasch aus der Nachbarschaft entfernen. Die Engländer betrachteten dies als eine War nung und suchten schnell zu entkommen. 'Bald daraus sahen sie das U-Boot wieder hcrankommcii und das Rctiungs boot wurde aufgcsordert. längsseits zu fahren. Der viertr Offizier und der Zeuge wurden an Bord genommen und aiisgcsragt, ob amerikanische Klicgcrvssizierc ans Llandovern EckfUe gewesen ieicn. Die Frage wurde verneint. Der denischk Ossizier sei aber dabei geblieben, daß Flieger an Bord gc wesen sein müßten. Tie beiden Engländer wurden dann wieder ans das Rettungsboot gelassen, das das U-Voot znnächst a»8 den Augen verlor. Dann aber sei dieses wieder auf das Rettungsboot zugekommcn. und dieses habe sich nur ichwcr vor einem Zusammenstoß retten können. Dem Zeugen kam dabei der Gedanke, das U-Boot wäre bestrebt, alle Zeugen des Ereignisses zn beseitigen Das Rettungsboot setzte schließlich ein Segel, um in de, Dunkelheit schneller z» entkommen. Der Zeuge hörte Gc schützscilcr und gibt an, dickst über das Boot seien die Granate» geflogen, die in der Nähe explodierten. Der Zeuge zeigt aus der Karte den Ort, an dein sich die Ereig nisse abgespielt haben. Der als Zeuge vci iiommcne vierte Offizier der „Lloardo ,»ern Ccrstle" Bartou macht ähnliche Aussagen über die Tor pedierung und erzählt Einzelheiten darüber. Er bohauptiet
