Die Reformdebattr wird fortgesetzt; . ...-L . . ----- Feuilleton. * Dresden. Nachdem der botanische üursus im Awingersalon (wie wir bereits kurz gemeldet) vor einer zahlreichen Versammlung von Damen und Herren er- öfsnrt worden und nach Einleitung die kryptogamischen Gewächse als Beginn der Vegetation betrachtet und be sonder» durch «ine schöne Ausstellung von Farrenkräu- tern, von den zartesten Formen beginnend, bis zu den erhabenen Palmensarren erläutert worden waren, führte ein Blick auf den Stand der Entwickelung der heimi schen Flora, durch Vorlagen und praktische Untersuchung der Frühlingsblüthcn, zur Anschauung gebracht. — Am zweiten Donnerstage, den 19. April, folgte vor noch vermehrtem Zuhörerkreise, insbesondere zahlreicher« und emsig nachschreibenden Damen, die Fortsetzung, die Be trachtung der ersten Ordnung der Spitzkeimer oder Scheidenpflanzen, mit den prächtigen Gruppen und Fa milien jener jetzt so hochgeschätzten Blattpflanzen, wie der Aroideen, an die sich später auch die durch Groß artigkeit ihrer Formen, wie durch die Pracht shrer Blü- then imponirenden Nymphäacern mit ihrer Lotosblume dlelumb« , welche eine so hohe mythische Rolle spielte, mit Lur>»Ie, dlupbic. dEmpbie* und Vidori» anschlossrn und große Theilnahme fanden. Die Vorlagen der ein heimischen Frühlingsboten hatten sich bedeutend ver mehrt und boten ein freundliche- Bild, sowie den bo tanischen Untersuchungen derselben mit großer Aufmerk samkeit durch die Versammlung gefolgt wurde. Man erkennt wohl allgemein diesen Weg der Naturforsckung al» geeignet, zu Lösung der Frage: „welche Zeit ist e» in der Natur, in der wir leben?" die Abstimmung erfolgt vielleicht in der morgenden Sitzung. Bukarest, Freitag, 20. April. Heute ist Prinz Karl von Hohenzollrrn-Sigmaringrn zum Fürsten von Rumänien prorlamirt worden. Der russische Generalkonsul protestirt gegen die Insinuation, al» sei Rußland an den Aufständen in der Moldau betheiligt. Dresden, 20. April. In mehrer« Zeitungen findet sich die Nachricht, daß die Regierungen von Bayern und Sachsen sich über ein Programm in der Bundesrrformfr a ge ge einigt, dasselbe in Wien vorgelegt und auch die „Ge nehmigung" de» kaiserlich österreichischen Cabinets dazu erhalten hätten. Wir sind zu der Erklärung ermäch tigt, daß von den gedachten beiden Regierungen eine aus die Bundesreform bezügliche Vorlage in Wien gar nicht gemacht worden ist. Aus den heutigen Wiener Blättern ist zunächst zu entnehmen, daß neue Vorschläge zu gegenseitigen Abrüstungen der deutschen Großmächte gemacht wer den, von denen zu »erhoffen ist, daß sie ihren Zweck erreichen. Wie die „Debatte" mitthrilt, „soll da» Wiener Cabinet entschlossen sein, das Feld der gegen seitigen unfruchtbaren Recriminationen bezüglich der Priorität und des Umfanges der Rüstungen zu verlassen und in Berlin vorzuschlagen, daß ein naher Termin gesetzt werde, bis zu welchem Oesterreich und Preußen sich gleichmäßig zu verpflichten hätten, ihre bisherige« militärischen Vorkehrungen, möge man sie nun al» Rüstungrn oder als Gegenrüstungen bezeichnen wollen, rückgängig zu machen. Es würde dann nichts zur Sache thun, wer von beiden etwa zuerst »der stärker gerüstet hält;, sondern gleichviel, wann, und gleichviel, in wel cher Ausdehnung er gerüstet — jeder Theil hätte eben Alles abzurüsten, wa» gerüstet worden." Einer andern Version in der „Debatte" zufolge „soll in der nächsten Bundestagssitzung, die am Sonnabend statthaben wird, Bayern einen Antrag einbringen, der die an Oester reich und Preußen gerichtete freundliche Aufforderung enthält, gleichzeitig zu entwaffnen, da man nur unter dieser Voraussetzung an die Berathung des preußischen Bundesreformprojects gehen könne. Oesterreich sel be reit, diesem Antrag seine Zustimmung zu ertheilen, und man glaubt annehmen zu dürfen, daß auch Preußen sich demselben nicht werde entziehen können, da es doch im entgegengesetzten Falle vor Europa constatircn würde, daß es den Frieden zu brechen beabsichtige. Mit der Erledigung der Vorfrage im Sinne des am Bunde be vorstehenden Antrages eröffnet sich aber für den Fort gang friedlicher Verhandlungen eine günstigere Per spective." Die amtliche„BayerscheZeitung" vom 18.April setzt den preußischen Behauptungen, daß Bayern für den preußischen Bundesresormplan gewonnen sei, Folgendes entgegen: „Ueber den Stand der die öf fentliche Aufmerksamkeit in so hohem Grade in Anspruch nehmenden Tagesfragen gehen täglich die verschieden artigsten und zum Theil sehr wenig begründeten Nach richten durch die Blätter. Insbesondere gilt dies anch bezüglich der Stellung, welche die deutschen Regierun gen, und namentlich die bayersche, zu dem preußischen Bundesresormantrage einnehmen sollen. Da es unmög lich ist, allen diesen Nachrichten mit eingehenden Be richtigungen enlgegcnzutreten, glauben wir nur im All gemeinen dem Publicum zu einer vorsichtigen Aufnahme derselben, und besonders auch der letzten Wiener Nach richten über die Stellung Bayerns zu dem Re- sormantrage, rathen zu sollen. Die bayersche Re gierung ist, wie wir schon letzthin erwähnt haben, be reit, die von der k. preußischen Regierung hinsichtlich der Reform der Bundesverfassung zu machenden Vor schläge der sorgfältigsten Prüfung zu unterstellen. Aber über das Materielle der Frage hat sie schon aus dem Grunde sich nach keiner Seite bisher zu äußern ver- ' ! - 1.-!-—— - Die vulkanischen Erhebungen bei Santorin. Anschließend an frühere Berichte über diese Ereig nisse, entnimmt der Athener Korrespondent der „Allg. Atg." über den weitern Verlauf derselben einer Mitthci- lung des griechischen Marineoffiziers Palaska an das Marineministerium Folgendes: Die zuerst aus dem Sumpf Vulcano auftauchende, dann mit der Insel Nea- Kaimsni sich vereinigende und ein Vorgebirg bildende, von den Bewohnern Santorins Georgios genannte In sel, die sich al-bald in einen Vulcan umwandelte, fährt fort, ihre Ausbrüche bald dampfförmig und weiß, bald aschfarbig und violett und in schneller Aufeinanderfolge zu wiederholen, so daß oft in einer Stunde mehr als zwölf solche sich ereignen, dann aber auch wieder län gere Pausen eintreten. Es scheint demnach, daß jetzt die Oeffnung, deren große Ausdehnung besonders zur Nachtzeit beim Schein des Feuers sichtbar ist, ganz frei geworden, so daß häufig und ohne Hinderniß der Vul can ausathmen kann. Diese Oeffnung verändert nicht blo» ihre Gestalt, sondern auch ihre Stelle, weswegen PalaSka sie nicht Krater nennen will, denn beim Be ginn de» Vulcans befand sie sich über dem Sumpfe, als aber die Ränder vom Feuer zerstört wurden, stürz ten sie ein, und eine zweite Oeffnung, nicht weit von der ersten, gestaltete sich, und diese Versetzung der Oeffnung wiederholte sich mehrmals, bis sie zuletzt wieder auf dem Scheitel deS Berge» erschien, aus welchen Wan derungen sich endlich da» Resultat ergab, daß der Berg um zwei Meter niedriger geworden ist. Die heutige Oeffnung aus der Spitze des Berge» beträgt im Durch- meffer ungefähr 100 Meter, und gewährt Nachts, wenn der Vulcan in Thätigkeit ist, ein prachtvolles Schau spiel, und wenn er ruht, ersetzt ihn die Insel Aphrosssa. Daß brr Vulcan Georgios sich fortwährend ver größert, ist ersichtlich au» seine« Armen, die er gegen mocht, weil ihr die betreffenden preußischen Vorschläge zur Zeit noch nicht bekannt sind." — Die bayersche Presse nimmt überhaupt einen durchaus deutschen Standpunkt in dieser Frage «in: Der „Nürnberger Korrespondent" weist die Aussicht, Bayern werde in dem preußischen Anträge Vortheile für sich finden, entschieden zurück. Er sagt dabei: „Läßt Bayern sich von dem Versucher berücken, so wird es auf der einen Seite alle- Vertrauen des Volkes verlieren, aus der andern sicherlich nichts gewinnen und zuletzt von dem Verführer verlassen und preisgegeben werden. Das Einzige, war alle Mittel- und Kleinstaaten unter den jetzigen Bestrebungen und Verhältnissen retten kann, ist, daß sie ehrlich und fest sich zusammenschlirßen in bun- destreucm Geiste und dahin trachten, Preußen, wenn es Krieg anfängt, gehörig niederzuschlagen. Das kann Deutschland, wenn et ernstlich will, und seine Völker werden dabei sein." — Die Augsburger „Allgemeine Zeitung" schließt eine längere Abhandlung über die Situation, indem sie constatirt, „daß jetzt der Augen blick gekommen ist, wo die reindeutschen Stämme und Staaten das Zünglein der Wage halten. Wenn sie weise vorgehen, ist cs in ihre Hand gegeben, sowohl der ihnen angedrohten Annexion al» der Revolution und der ausländischen Raublust für immer einen Rie gel vorzuschieben. Mögen sie daher in der Befriedigung der nationalen Interessen ihre dynastischen Interessen sichern! Wir hoffen, daß die reindeutschen Staaten zu nächst den Bundcsfrieden aufrecht erhalten, gleichzeitig aber auch die Grundzüge eines deutschen Programms mit den Völkern vereinbaren." Alle Mühe der Berliner Blätter, OesterreichalS den aggresstonslustigen Theil, Preußen als den fried fertigen Dulder darzustellen, haben dem Auslande keine andere Meinung, als es bisher offenbart, beibrin gen können. Die englische und französische Presse sind noch immer einhellig der Meinung, daß Graf Bismarck am Kriege arbeite, wenn auch einige französische Blät ter dem Vorschläge desselben wegen eines Parlaments aus allgemeinen Wahlen sich nicht abgeneigt zeigen. Die „Times" schreibt: „Es kommt jetzt einzig auf den Grafen Bismarck und seinen König an, zu entscheiden, ob das Schwert gezogen werden und Die, welche lange vergebens nach deutschem Gebiete Gelüste getragen haben, , in ihren Hoffnungen ermuthigt werden solle». Nichts kann die Kraft der Warnung»» verstärke», welche beide Parteien und besonders die ehrgeizigen Führer der preußischen Kriegspartei von England und den ge sundesten Organen der öffentlichen Meinung aus dem Kontinente empfangen haben. Man kann sagen, daß außerhalb deS officiellen Kreises in Preußen seine ex treme Politik auch keinen einzigen Vertheidiger gefun den hat. Selbst Die, in deren Augen Preußen als zur Führerschaft in Deutschland berechtigt erscheint und de ren patriotischer Stolz sich durch die Aussicht auf de» Besitz der Herzogthümer geschmeichelt fühlt, selbst sie schrecken davor zurück, dieselben um den Preis eines, Bürgerkriegs und dauernder Zwietracht zu gewinnen. Wenn daS selbst in Preußen der Fall, um wie viel mehr in den andern deutschen Staaten. Die Depeschen der bayersche» und der sächsischen Regierung gereichen ihnen höchlich zur Ehre . . ." (Nach einer Zergliede rung des Inhalts der Depeschen, die ihr besonders schätzbar erscheinen, als Beweis, wie wenig Einfluß BiSmarck über die deutschen Staaten besitzt, fährt die „Times', fort:) „Einen andern Factor giebt cs, der vielleicht noch mächtiger für den Frieden wirkt. Ob gleich Preußen eine Militärmonarchie ist, so giebt es doch auch dort eine Volksvertretung und ein Volk. Wenn wir auch der Tugend eines Preußen, wo cs sich um dic Hcrzogthümerfrage handelt, nicht trauen möch ten, wenn wir auch von der öffentlichen Meinung be fürchten müssen, daß sie in den Annerionsplänen mit Bismarck gehe, gegen einen Krieg mit einer andern deutschen Macht besteht unzweifelhaft eine tiefe Abnei gung." Natürlich und ehrenvoll für das preußische Volk nennt sie sein Zurückschrecken vor dem Bundes kriege. Süden und Westen in da- Meer hinausstreckt. Wenn gleich die Meerestiefe hier mehr als 30 Faden beträgt, so ist doch die tägliche Ansetzung augenscheinlich. Diese Thätigkeit läßt sich auch mathematisch Nachweisen. Nach den letzten Messungen am 22. März betrug der Län gendurchschnitt des Vulcans klO Meter, mit inbegrif- scn die letzten Ansetzungen, die Breite aber mehr als 350 Meter, und die Höhe über dem Meere 52'^ Me ter, was ein Volumen von 5'^ Millionen Kubikmeter giebt, und da diese Arbeit innerhalb 52 Tagen aus- gesührt wurde, so ergicbt sich auf jeden Tag eine Ver größerung von mehr als 100,000 Kubikmetern. Dar aus erhellt aber, daß die Thätigkeit des VulcanS sich seither nicht bedeutend verminderte, vielleicht selbst in Beziehung auf Vergrößerung und Ausdehnung über den ursprünglichen Boden eine Verstärkung erlitt. Ober flächlich scheint er aber größtentheilS ausgebrannt und abgekühlt zu sein, indem sich die feurige Thätigkeit auf den Scheitel desselben beschränkt. Die Insel Aphroöffa ist zwar erst neu« Tage nach dem Vorgebirge Georg auf der Oberfläche de» Meere» erschienen, allein man muß annehmen, daß sie sich zu gleicher Zeit mit jenem vom Meeresgrund aus erhoben hat, und die neu» Tage ihre» spätern Erscheinen« auf Rechnung des Unterschieds der Meerestide kommen. Der Mittelpunkt des Sers, auS dem sich das Vorge- birg erhoben hat, zeigt rine Tiefe von 11 Metern, wäh rend die Stelle, an welcher die Insel Aphroöffa empor- stieg, 40 Meter oder 22 Faden MeereStiefe hatte. Die Messungen am 19. Februar ergaben einen Durchmesser der Insel von 70 Metern und rine Höhe von 10 Me tern. Die Flammen, die anfangs auf der Oberfläche de» Meeres erschienen, vorzüglich gegen die nördliche Spitze der Insel hin, kommen nicht, wie man früher glaubte, au» dem Meere heran», sondern entstanden Tagesgtschichte. Wik«, 18. April. (W. Bl.) Gestern Nachmittag 4 Uhr und heute Mittag 12 Uhr fanden unter dem Präsidium Er. Majestät Ministersitzungen statt, an welchen die sämmtlichen Minister und Hoskanzl«r theilnahmen. — Die Gerüchte von einer MinisterkristS werden heute entschieden deinen tirt. — Nach der ,,Ndd. Allg. Z." ist mit der jüngsten preußischen Antwortsdepesche vom 15. d. M. noch eine zweite aus Berlin angelangt, welche die Prager Affaire mit dem Grafen Waldersee zum Object habe, und „in ernstem Tone Genugthuung für die, an einem preußischen Offizier verübte Gcwaltthätigkeit fordere". * Wien, 19. April. Die,,W. Abp." schreibt: Nach einem gestern hier eingclangten Telegramm bringt der „Staatsanz. für Württemb." den angeblichen Wortlaut einer Mittheilung, durch welche das österreichische Cabinet eine Depesche Lord Russell's über die Hcrzogthümerfrage beantwortet haben sollte (vgl. die gestrige Nummer). Wir sind ermächtigt, zu erklären, daß der österreichischen Regierung so wenig von der Existenz einer derartigen englischen Depesche bekannt geworden ist, daß sie keinen Anlaß gehabt haben konnte, auf dieselbe eine Antwort zu ertheilen. Die vom „StaatSanzeigcr für Württemberg" veröffentlichte De pesche ist daher vollständig apokryph. — (Boh.) Se. Maj. der Kaiser antwortete der Pesther Deputation, er werde Pesth bald besuchen, falls der Frieden erhalten werde. (Eine Pesther städtische Deputation war nämlich nach Wien gekommen, um Sr. Maj. dem Kaiser für die allerhöchste Bewilligung der Entfernung der ärarischen Pulverthürmc aus dem Rayon der Stadt den Dank der Stadt auszudrückcn.) Lemberg, 18. April. (Pr.) Landtagssitzung. Der Ausschußantrag, betreffen» die Verwerfung der Re gierungsvorlage bezüglich der Theilung Galiziens in zwei Statthaltereigebiete unter einem Generalgouver neur, ruft eine heftige Debatte hervor. Dic Ruthenen bekämpfen den AuSschußantrag von: nationalen Stand punkte. Goluchowski vertheidigt denselben, indem er ansührt, daß dort, wo ein Landtag sei, nur rine Cen tralbehörde denkbar ist. Abg. Pawlikoff beantragt da her, um die Ruthenen einer nationalen Vergewaltigung zu entziehen, die vollständige Landestheilung und zwei Landtag«. Schließlich wurde der Commissiousantrag angenommen, indem dic polnische Majorität den Aus schlag gab. Pesth, t8. April. (W. Z.) In der Magnaten- siyung sprachen heute noch Gras Anton Majlath, Ba ron Franz Fiath, Graf Egid Dessewffy, Baron Ladis laus Wenkhcim, Bischof Peitler und Bischof Simor ge gen die Annahme der zweiten Adresse der Deputirtcn; tasel; für dieselbe sprachen die Grafen Adam Vay, Em. Andrassy, Alfred Andrassy, Alexander Haller, Alexan der Teleki, Johann Szechenyi, Georg Karolyi, Ladis laus Vay, Ladislaus Hunyady, Paul Esterhazy, Otto Zichy und die Barone Dionys Eötvös und Georg Am- brozy. Nach Bischof Timor s Rede wurde die Abstim mung beschlossen, worauf der Präsident Baron Sennyey daS Wort ergriff. Die Regierung,habe ein Programm, sagte Baron Sennyey, und dies sei die Herstellung des Rechts- zustandcs. Dieses Programm habe die Regierung stet» vor Augen gehabt und werde es stets vor Augen haben. Um dasselbe wirksamer durchführen zu können, habe die Regierung das Seplembermanisest erlassen, obgleich sic sich der Gefahr aussctzte, feiten der transleithanischen Völker, deren Schicksal nunmehr in den Händen der Ungarn liegt, deS Inconstitutionalismus beschuldigt zu werden. Die Regierung war der Ansicht, daß das Lantz ihr offenes Auftreten nach Gebühr würdigen und darin keine neuen Gefahren für dic Zukunft erblickcn werde. Die Regierung wolle «in Einverständniß herbeiführen, welches sowohl die cisleithanischcn, als auch dic trans leithanischen Länder zusricdenstclle. Bezüglich deS k. Rescripts bemerkt der Redner, cS müsse mißverstanden worden sein, denn ein Rückschritt hinsichtlich der in der aus der Verbrennung eines Oels oder flüssigen Schwe fels, der von der Aphrosssa herab in das Meer fließt. Aus der Mitte der Feuerzungen dieser weit ausgedehn ten Verbrennung erhob sich röthlicher Rauch in eine große Höhe. Nach 14 Tagen hörte diese Erscheinung auf, und der Rauch entstieg nur dem Scheitel der Insel, zwar ununterbrochen bald dicht bald verdünnt, aber immer von erstickendem, stinkendem Geruch. Der Rauch des VorgcbirgS Georg ist ganz davon verschieden, ist aschfarbig und kommt nur zum Vorschein vor einem Ausbruch. Es entschlüpst aber fortwährend ein weißer Dampf, der sich in unendlich großer Wolkcnform über den Inseln sammelt. Die Messungen der Insel AphroSssa, am 12. März vorgenommen, ergaben eine Länge von 222 Metern, eine Breite von 183 Metern und eine Höhe von 23 Metern. Der Abstand von der Insel Nea Kaimeni betrug noch 25 Meter. Ihre Durch- schnittsausbrcitung nimmt täglich zu, und in kurzer Zeit wird sic sich an die südliche Spitze Nea Kaimenis an schließen, von der sie dann eine Verlängerung in Form einer Halbinsel ist. Zwei Tage nachher ergab die Mes sung dtr Höhe 33 Meter, so daß sie sich demnach täg lich um einen Meter über das Mccr erhebt. Wenn man die Durchschnittsverhältnisse der Intel und die Tiefe des Meeres an dieser Stelle vor der Erhebung in Be tracht zieht, so wird inan finden, daß die täglich em- porgehobene Mass« beinahe gleich ist dem Anwachsen des Lorgebirgs Georg während desselben Zeitraum». Wir haben demnach von Santorin aus gesehen da» prachtvolle Schauspiel zweier thätiger Vulcan« auf der Insel Rea Kaimeni, deren Krater voneinander nur 6(>0 Meter entfernt sind; der Vulcan Georg hat zwar bri einer Höhe von 52 Metern ausgrhört in die Höhe zu wachsen, übertrifft aber doch noch mit seiner Höhe von 52 Metern den Vulcan der Aphrosssa um die Hälfte;
