Der Reichst«^ verwies heute die Vorlage über die 2 jährigen Etats- und 4 jährigen Legislaturperioden mit 127 gegen 111 Stimmen an eine Commission. Stuttgart, Donnerstag, 10. März. (Tel. d. DreSdn. Journ.) Die Kammer der Abgeordneten hat nach kurzer Debatte den Antrag ihrer Fi- aanzcommisfion, die Regierung zu bitten, im Bun- deSrathe auf die Einführung deS TabakSmonopolS hinzuwirken, mit 56 gegen 16 Stimmen ange- nommen. Unter die letzteren sind auch die Stim men der Abgg. Probst und Genossen mitgezählt worden, die sich der Abstimmung enthielten. Nach der Geschäftsordnung gilt eS aber als Verneinung, wenn sich Abgeordnete der Abstimmung enthalten. Der Ministerpräsident v. Mittuacht stimmte als Abgeordneter mit Ja. Wien, Mittwoch, 9. März, AbendS. (Corr.- Bur.) Der WafferstraßenauSschuß deS Abgeord netenhauses verhandelte heute u. A. über folgenden Antrag Friedmanv'S: Die Regierung wird aufgefordert, schleunigst für die Flüsse Elbe und Moldau Erhebungen pflegen zu lassen, welche nothwendig seien, um die Differenz der Kosten zwischen der einfachen Regelung und der Canalisi'ung dieser Flüsse festzustellen, und auf Grund lage der Erhebungen eine Vereinbarung mit der Lan- deSvertretung von Böhmen zu treffen und auf Grund dieser Vereinbarung ein Gesetz zur Durchführung der Eanalisirung beider Flüsse einzubringen. Die Regie rung wird ausgefordert, für die eventuelle Herstellung einer bessern Wasserstraße zwischen der Moldau und der Elve schleunigste Vorerhebungen zu pflegen. Infolge von Hochwasser haben auf der ungarischen Strecke der Südbahn Damm- brüche und der Einsturz einer Brücke stattgefun- dev. Auf der Strecke StuhlweiHenburg-Ofen und Stuhlweißenburg Ujszöny ist der Verkehr vorläufig eingestellt worden. Paris, Mittwoch, 9. März, AbendS. (W. T. B.) Der durch den Brand deS „Kaxnüin uu prin- temps" angerichtete Schaden wird auf 9 Millionen KrcS. geschätzt. Derselbe wird von mehreren Ver sicherungsgesellschaften getragen. 26 Personcn haben bei den RettungSarbeiten Verletzungen davonge- tragen; mehrere sind schwer verwundet. Ein Theil der Fa^abe ist eingestürzt. Die Feuerwehr ist noch immer auf den Trümmern mit dem Löschen be schäftigt. (Vgl. die Rubrik „Vermischtes.") DaS „Petit Journal" berichtet über die jüngste Unterredung zwischen dem Präsidenten Gr^vy und Feuilleton. Nedigirl von Otto Banck. K. Hostheater. — Altstadt. — Am 9. März: „Uriel Acosta", Trauerspiel in 5 Acten von Karl Gutzkow. (Hr. Herzfeld vom Stuttgarter Hoftheater als Gast.) Dem deutschen und speciell auch dem Dresdner Publicum ist dieses beste dramatische Werk Gutzkow'S so werthvoll und sympathisch geworden, daß eS in richtiger Schätzung seiner Eigenthümlichkeiten selten an einem lebhaften Theaterbesuche fehlt. Unseren Bühnenfreunden ist zum Genuß diese- Stückes kürzlich drei Mal die Gelegenheit dargeboten, und sie wurde auch da- letzte Mal wieder verhältnißmäßig reichlich und in animirter Stimmung benutzt. Der Gast, Hr. Herzfeld, hatte in der Titelrolle seinen glücklichsten Abend. Er überraschte durch ein wärmeres und dramatischeres Gesammtbild, als bisher. Dazu kam eine für den Uriel typisch recht passende und zugleich national wirkende Erscheinung und Maske und eine von innerem Pathos natürlich bewegte, reso lute Haltung. Der Ausdruck seiner Rede war intelli gent, empfindungsweich und die Betonung der Liebe zu Judith in dieser Stärke ganz richtig gewählt, denn die Neigung für Manasse'S schöne Tochter leitet hef tiger, al- die philosophische Polemik und ideale Ge dankenfreiheit da» Handeln Uriel'S. In der Scene bei der blinden Mutter und beim Widerruf in der Synagoge verfiel allerdings der Gast in jene theatralische Uebertreibung deS Effects, die seit sangen Jahren bei fast allen Urieldarstellern UsuS ge» Gambetta und theilt mit, daß Griwy eS alS eine konstitutionelle Pflicht erachte, an den Arrondisse- mentSwahlen festzuhalten. In die Sitzung der Repräsentantenkammer erklärte heute der Minister deS Auswärtigen, Fröre-Orban, bei der Berathung des Budgets deS KriegSministrriumS auf eine Anfrage wegen angeblicher Befestigungen der Maas, daß dir Re gierung bei dem im Jahre 1859 beschlossenen Ver- theidigungSsystem verbleiben werde und nicht be absichtige, an der Maas Befestigungen auSführen zu lassen. Madrid, Donnerstag, 10. Mär». (Tel. d. DreSdn. Journ.) Der hiesige päpstliche Nuntius Bianchi hat gegen die jüngsten Maßregeln der Regierung auf dem Gebiete des Unterrichtswesens remonstrirt. Die Regierung antwortete, daß die Maßregeln dem Concordat nicht zuwiderlaufen und den Bestimmungen der Constitution entsprä chen. Die Regierung wünsche die freundlichen Be ziehungen mit der Kirche fortzuerhalten, sei aber entschlossen, dir Prärogativen Rechte des Staateö zu wahren. London, Mittwoch, 9. März, Abends. (W T. B.) In der heutigen Sitzung des Unterhauses wurde der Antrag Gladstone's, falls die Special- berathung der irischen Waffenbill heute bis 3 Uhr nicht zu Ende geführt sein sollte, über alle noch außenstehenden Artikel ohne Debatte abzustimmen, mit 253 gegen 17 Stimmen angeiiomnien. Die Specialbera^hung der irischen Waffenbill wurde um H6 Uhr beendet. Die Abstimmungen über die um 3 Uhr noch unrrledigt gewesenen Artikel haben somit 2^ Stunden in Anspruch genommen. Hier eingrgangene Nachrichten auS Elmiaa vom 18. Februar melden, der König der Aschan tis habe die Drohungen seiner Abgesandten gegen den Gouverneur vom Cape Coast-Castle dcsavouirt und erklärt, daß er ein Freund der Engländer sei und keine Absicht habe, denselben den Krieg zu erklären. London, Donnerstag, 10. März. (Tel. d. DreSdn. Journ.) Mehrere Morgenblätter melden gerüchtweise eine bevorstehende Aenderung im C- binet. Der Staatssekretär deS Krieges, Chil- derS, soll demzufolge als Schatzkanzler an Stelle Gladstone's treten, der Staatssekretär für In dien, Marquis v. Hartington, Kriegeminister wer den und Earl Derby als Minister für Indien inS Cabiurt treten. Wie die „Daily News" glauben, sind diese Angaben mindestens verfrüht. Dublin, Mittwoch, 9. März, Abends. (W. T. B.) Auf Grund des ZwangsgesetzeS find heute weitere 15 Personen verhaftet worden. Konstantinopel, Donnerstag, 9. März. (Corr.-Bur.) Der von den Botschaftern in der ersten Sitzung betreffs der griechischen Krage em pfangene Eindruck ist im Allgemeinen ein guter. Die aufrichtige Haltung der türkischen Delegirten zeigt, daß dieselben nicht beabsichtigen, dir Ver handlungen in die Länge zu ziehen. In der heu tigen zweiten Sitzung wird man auf den Kern der Frage eingehen. (Vgl. die Rubrik „Zur orleu- talischen Frage" ui der ersten Beilage.) New-Dort, Mittwoch, 9. März. (W T.B.)) Hier eingegaugenen Nachrichten auS Mexico zufolge hat das Comit« für die mexikanische Na tionalschuld beschlossen, der Regierung vorzuschla gen, 145 000000 Dollars der Schuld änzuerkennen und in 3procentigen Obligationen zu ronsolidiren. Letztere sollen gegen die alten Obligationen um getauscht und bei dem Ankauf von StaatSländereien in Zahlung gegeben werden können. worden ist. In der Schauspielkunst fühlt sich mehr als in jeder andern der Ausführende sehr leicht durch den Beifall des gewöhnlichen Geschmacks so berauscht, daß er Maß und Schönheit dem äußern Erfolg zum Opfer bringt. Man kann dafür den Einzelnen nicht streng zur Verantwortung ziehen. Im Ganzen verdiente der strebsame Künstler die Theilnahme voll und ganz, die ihm so freundlich ge spendet ward. Frl. Hahn war in der Lage, die Judith darstellen zu müssen und der sichtbare Fleiß in ihrer Leistung sprach für ihr aufrichtiges Ringen nach einem oem höheren Drama anpassenden Ton. Die übrigen hervorstechenden Darsteller sind erst kürz lich in ihrer verdienstvollen Weise erwähnt worden. O. B. Rach der Hochzeit. Novelle von L. Just. (Forisepung zu Nr. 57.) Die Reiter waren jetzt den Blicken Mariannen'S bei der ersten Biegung der Straße entschwunden. Es zog wie eine traurige Ahnung durch ihre Seele, als stehe ihr ein Unglück bevor, und mit Sorge betrachtete sie die am westlichen Himmel sich aufthürmenden weißen Wolken. In tiefster Seele bekümmert trat die junge Frau in den Salon zurück, zog die Vorhänge zu, stellte die Rosen in einem Glase auf den Tisch, lehnte ihren heißen Kopf in tue Kissen deS Sofa» und nahm ein Buch, um zu lesen. Ihre Augen blickten zwar in dasselbe, aber ihre Gedanken schweiften zurück in die Dresden, lO. März. Die Abnahme der Bevölkerung in einem Theile von Ungarn, einem der reichsten und fruchtbarsten Län der Europas, gehört zu den merkwürdigen Erscheinungen, welche einen Rückschluß auf die Eulturentwickelung eines Landes zulassen, dessen chauvinistische Wortführer nur zn oft mit prätentiöser Selbstüberhebung dem germa nischen Element feindlich gegenübertreten. Die Be völkerung von mindestens einem Drittel des ungari schen Staates ist in den letzten lO Jahren erheblich gesunken. Gegen das Jahr 1870 ergiebt die Volks zählung von 1880 für Gesammtungarn ein Plus von 191396 Seelen, was einem Zuwachs von l,24 Pro cent gleichkommt. Es entfällt auf die Bezirke diesseits der Donau eine Zunahme von 20 958 Seelen, gleich 1,2i Procent; auf die Bezirke jenfeits der Donau eine Zunahme von 145 790 Seelen, gleich 6,os Procent; auf den Landstrich zwischen der Donau und der Theiß eine Zunahme von 203,021 Seelen, gleich 9,4s Pro cent; auf Fiume und den District eine Zunahme von 3479 Seelen, gleich 19,45 Prvcent; auf Kroatien und Slawonien eine Zunahme von 47 925 Seelen, gleich 4,is Procent; auf die kroatische Militärgrenze eine Zu nahme von 3238 Seelen, gleich 0,47 Procent; aus das rechte Theißufer eine Abnahme von 65 322 Seelen, gleich 4,38 Procent; auf das linke Theiß ufer eme Abnahme von 66 165 Seelen, gleich 3,54 Procent; auf den Landstrich zwischen Maros, Theiß und Donau eine Abnahme von 31 779 Seelen, gleich 1,81 Procent; auf Siebenbürgen eine Abnahme von 69 749 Seelen, gleich 3,24 Procent. Fragen wir nach der furchtbaren Geißel, welche die Volks zahl in letzterwähnten LandeStheilen vermindert, so ist es nicht etwa die Cholera, die Diphterie oder eine andere Seuche, die unter der Bevölkerung wüthet; son dern die Pest, welche die fruchtbaren ungarischen Ge filde lichtet, ist eine noch weit schlimmere, es ist eine schwere sittliche Pest, der Wucher. Dazu gesellt sich die Leistungsunfähigkeit der ungarischen Verwaltungs organe, der Branntwein und die theilweise Demorali sation. Der Wucher aber ist es zunächst, der den ungarischen Bauer von HauS und Hof treibt, der ihn dazu nöthigt, sein herrliches Vaterland zu verlassen und in dem fernen Amerika aufs Neue sich eine Hei- math zu suchen. Die „Wiener Allgemeine Zeitung" schreibt: „Es ist an dieser Stelle wiederholt auf den Ruin der ungarischen Grundbesitzer aller Kategorien, vom Aristo kraten, welcher ganze Quadratmeilen sein Eigen nennt, bis zum Halbbauer herunter, hingewiesen worden. Der Untergang der „Gentry" bildct noch immer das Thema zahlreicher Klagelieder. Die statistischen Ausweise über die in den Grundbüchern vorgenommenen Verände rungen bieten überzeugende Belege sür die Thatsache. Im Jahre 1877 hat ein Besitzwechsel im Werihe von 186,5, im Jahre 1878 ein solcher von 186 Millionen Gulden stattgefunden. Die Mehrbelastung des Real besitzes betrug 1877 144,3 und 1878 135,7 Millionen, während die Entlastung sich nur auf 72,s, respective 83,8 Millionen belief. Ueber das Jahr 1879 liegt keine Uebersicht und von 1880 liegen erst zwei Aus weise vor: im Buda Pester Gerichtssprengel sind die Hypothekenschulden um 12, im Heimannstädter sind sie um etwas über 1H Million gestiegen. Der Besitz wechsel ist zu etwa zwei Fünfteln infolge von Erb- laffenfchasten, zu den anderen drei Fünfteln in folge freiwilliger oder — der letztere Fall ist leider häufiger — zwangsweifer Verkäufe, letztere sehr oft für die Steuerfchuld, erfolgt, während die Steigerung der Hypothekarlasten theilweife um frucht bringender Investitionen, zum andern Theile um der Existenzbedürfnisse der Grundbesitzer willen durch Ueber- tragung von Personal-(Wucher-)Schulden und Präno- tirung von Steuerrückständen erfolgt ist. Die gouver- nementalen Tröstungen ob der nicht abzuleugnendeu Thatsachen gehen dahin, daß ja der Boden dem Lande erhalten bleibt, sein Werth nicht verringert, sondern, weil die Güter in capitalSkräftige Hände übergehen, erhöht wird. Der Trost ist windig. Denn zunächst sind einzelne, wenn auch kleine Gebiete zu halben Wüsten geworden, und dann ist der Boden um so viel entwerthet, als er höhere Lasten zu tragen hat. Gewiß gehen die Steuern auch von jenen Gütern ein, deren Besitzer Andere geworden sind; aber wo früher fünfzig und hundert Bauern lebten und zahlten, da zahlt jetzt Ein Aufkäufer die Steuern, und das nicht stet» vom Ertrage des Bodens. Die Zehnlausende und Hundert tausende von Depossedirten fristen im günstigsten Falle als hart bedrückte Pächter oder schlecht besoldete Tage löhner ein kümmerliches Dasein in der Heimath; viel häufiger suchen sie das tägliche Brod in der Fremde, oder vagabundiren oder weiden Verbrecher. Allmählich bilden sich Zustände heran, wie solche »n Irland be stehen, nur daß der Großgrundbesitzer nicht ererbte», sondern ersteigerten Boden besitzt. So kann daS üppig fruchtbare Land seine spärliche Bewohnerschaft kaum »och ernähren, und diese schwindet in einzelnen Landes- theilen. Die Steuern sind durchschnittlich in Ungarn nicht zu hoch, aber sie sind ungerecht vertheilt, drücken doppelt auf den Zahlungswilligen. Und der Staat nimmt so viel, wie den reichsten Völkern genommen wird, giebt jedoch fast nichts. WaS sür da- öffentliche Wohl geschieht, erfordert nur den befcheidensten Theil der Staatseinkünfte. Und mehr, als in Form von Steuern, nimmt der Staat den Einwohnern durch die bodenlos corrupte Verwaltung, welche in einzelnen LandeStheilen den Staatsbürger vogelfrei macht gegen über dem Stuhlrichter und dem Panduren, und sein Eigenthum zur Beute der Staats- und Conutatsbe- amten erklärt. Daher vornehmlich die massenhafte Auswanderung der gefügigen, betriebfamcn Slowaken, der weichen, bildfamen Rumänen, der Szrkler und brr Serben, wie theilweise auch der Deutschen. Am härtesten durch die Menschenverluste werden Sieben bürgen und die banaler Grenze betroffen. JeneS bergumkränzte Land ist durch die Handelsconvention mit Rumänien um einen Theil feines Exports ge bracht worden, und dadurch wie durch die übermäßige Besteuerung geht seine Industrie zu Grunde. Die Sachsen leiden schwer, klammern sich jedoch meist noch am ererbten Boden fest; aber die HankwerkSgehilsen, meist fleißige Szekler, und die ländlichen Tagelöhner, Rumänen, wandern nach der Moldau, der Walachei, der Dobrudscha, wo sie von Steuer» nicht erdrückt werden und nicht in demselben Maße, wie in der Heimach, bureaukratischer Willkür preisgegeben sind. Und die Großindustrie zieht gleichfalls durch die Pässe in die Fürstenthümer, in welchen sie vielfach bessere Bedingungen des Gedeihens findet. Die Auswande rung auS dem einstigen rumänisch - banaler Regl- mentsbezirke ist nach den Heldenthateu von Pansz und Genossen leicht begreiflich. Das wohl am härtesten betroffene TorontaUr Comital zeigte gegen das Ende der Militärverwaltung dir Anfänge fröh lichsten wirihfchasllichen Gedeihens Die Theißdurch- stiche hatten weite Strecken fruchtbaren Lande- entwässert; das Generalcommaiido rief Siedler aller Nationalitäten i»S Land; Deutsche, zumeist auS Oesterreich und zum Theil mit beträchtlichen Capitalien, Bulgaren, Slowaken, sogar einzelne Magyaren eilten herbei, und blühende, volkreiche Dörfer entstanden. Da kam die Einverleibung und mit ihr die Lomilatswirthschast. ES lag >m ungarischen In teresse, die staalstreuen Deutschen als Gegengewicht wider die oppositionellen Serben zu protegiren. Aber das trug keinen Bakschisch. So wurden den Colonisten Verträge mit Bauunternehmern aufgezwungen, und diese Heimath, zurück in die ersten Wochen nach ihrer Ver mählung, über denen der Zauber eines goldigen Mor- genrothes gelegen. Sollte sie sich getäuscht haben, hatte Bernsdorf nur mit ihr getändelt, wie mit einem Spielzeug, um, wenn er dessen müde, eS bei Seite zu werfen? Nein, o nein, damals hatte er eS ernstlich gemeint mit ihrem beiderfeitigen Glücke, dies fühlte sie. Da in jenen ersten glücklichen Wochen, da hätte sie mehr auf seine Interessen eingehen, seine Wünsche be achten sollen. Ans ihrem eng begrenzten stillen Jdeen- kreis hätte sie heraustreten müssen, um seinem lebhaften Geiste, der das Leben in seiner ganzen Fülle erfaßte, zu folgen; sie hätte an seiner Seite fröhlich die kleinen geselligen Freuden, die er liebte, aufsuchen und die Blumen pflücken sollen, die er ihr zeigte. Ach wie kleinlich erschienen ihr jetzt all' ihre HauS- haltungssorgen, all' daS Festhalten an ihren Gewohn heiten, all' die mädchenhaften Schwärmereien gegen den einen mächtigen Wunsch ihres Herzens, von dem Manne geliebt zu werden, dem sie auS freier Wahl fürs Leben angehörte, den sie über Alles liebte. Hoch über alle Andern, viel höher als er eS verdiente, stellte sie ihn jetzt in ihrer Vereinsamung, da sie ihn ver loren. Und verloren hatte sie ihn, verloren! O Gott wie sollte daS enden, wie sollte sich ihr und sein Leben in der Heimath gestalten? Wie sollte sie überhaupt dies Leben ertragen, ohne seine Liebe, sie, deren innerste heiligste Gefühle ihm, nur ihm allein gehörten. Die ganze tief verborgen gehaltene Gluth ihres Herzens loderte plötzlich in Hellen Flammen empor, sie rang die Hände und schluchzte laut m die Kissen hinein. Und diese Carola, was hatte sie ihr gethan, daß sie ihr solches Herzeleid bereiten konnte, liebte sie nicht ihren Gatten ebenfalls tief und innig? Mußte sie nicht das namenlose Weh begreifen, das sie einer Andern zusügte? Und er, dieser ruhige kluge Mann, wie konnte er es mit ansehen, ohne emzuschreilen?
