Äintlicher Theil. Siinanzgesetz auf die Jahre 1884 und 1885, vom 26. März 1884. Wir, Albrrt, von Gotte- Gnaden König von Sachsen rc. rc. rc. finden Uns mit Zustimmung Unserer getreuen Stände bewogen, das Finanzgesetz auf die Jahre 1884 und 1885 zu erlassen, wie folgt: 8 1- Auf Grund des verabschiedeten StaatShauShaltS- etats werden die Ueberschüsse und Zuschüsse de- ordentlichen Staatshaushalt- für jedes der Jahre 1884 und l885 auf die Summe von 69923 022 M. festgesetzt und wird zu außerordentlichen StaatS- zwecken für diefe beiden Jahre überdies noch ein Ge- sammtbetrag von 17 656 705 M. hiermit ausgesetzt. 8 2. Zu Deckung des Aufwandes für den ordentlichen Staatshaushalt und der auf die Specialkassen ge wiesenen Verwaltungs- und sonstigen Ausgaben des selben sind, außer den den Staatskassen im Uebrigen in Gemäßheit des Staatshaushaltsetats zugewiesenen Einnahmen, auf jedes der Jahre 1884 und 1885 zu erheben: a) die Grundsteuer nach vier Pfennigen von jeder Steuereinheit, k) die Einkommensteuer, o) die Steuer vom Gewerbebetriebe im Umherziehen, ä) die Schlachtsteuer, ingleichen die Uebergangsab- gabe vom vereinsländifchen Fleischwerke, e) die Erbschaftssteuer, t) der Urkundenstempel. 8 3. Alle sonstigen Abgaben, Natural- und Geldleistun gen, welche nicht ausdrücklich aufgehoben sind oder noch aufgehoben werden, bestehen vorschriftsmäßig fort. 8 4. Die zu außerordentlichen Staatszwecken bewilligte Summe ist, insoweit sie nicht durch einrn Theil de- Verwaltungsüberschusses aus der Finanzperiode 1880 und 1881 gedeckt wird, aus den Beständen des mo bilen Staatsvermögens zu entnehmen. 8 5. Durch das gegenwärtige Gesetz erledigt sich das Gesetz, die provisorische Forterhebung der Steuern und Abgaben im Jahre 1884 betr. vom 14. December 1883 «Seite 91 des Gesetz- und Verordnungsblattes vom Jahre 1883). Urkundlich haben Wir dieses Gesetz, mit dessen Ausführung Unser Finanz-Ministerium beauftragt ist, eigenhändig vollzogen und Unser Königliches Siegel beidrucken lassen. Gegeben zu Dresden, am 26. Hoftbeater. — Altstadt. — Donnerstag, den 3. April gastirte Frl. Rödiger zum letzten Male in Mozart's „Zauberflöte" als Königin der Nacht, eine Rollenwahl, welche nach ihren beiden ersten Gast rollen nicht erklärlich schien. Die Partie der stolzen und leidenschaftlichen nächtlichen Königin, welche in ihrer Specialität eine Ausnahmestellung einnimmt, zeigte sich — wie zu erwarten war — für Frl. Rödiger's Stimmmittel, Naturell und bisher erlangte Technik in der Coloratur ganz ungeeignet. Sie erfordert eineS- theils Pathos des Vortrags und anderntheils wirk liche Bravour der ColoraturauSführung und somit auch Metall und Glanz der Stimme. Frl. Rödiger's höchst schätzenSwertheS und in künstlerischer Weise an- muthig entwickelter Talent ist auf Soubretten-, lyrische und vielleicht auch halbernste Partien angewiesen. In der „Zauberflöte" würde ihr unstreitig Pamina oder auch Papagena weit besser, als die serieuse Bravour aufgabe der Königin der Nacht zusagen. L. B. Joachim Nettelbeck und Gnrisenau in Colberg. (Schluß »u Nr 80.) Von Schrecken umgeben und noch auf Schreck licheres gefaßt, sahen wir, sagt Nettelbeck, der Nacht vom 1. zum 2. Juli entgegen. Da- feindliche Ge schütz vereinigte sich zu neuen, noch höheren Anstreng ungen und die zerstörenden Wirkungen desselben im Majestät dem Kaiser von Brasilien verliehene Offi- zierSkreuz de- RosenordenS annehme und trage. Journ.*) Sr. Majestät der Kaiser hat in der vergangenen Nacht recht gut geschlafen und verließ Mittag- das Bett; er nahm Vorträge entgegen und empfing den Besuch mehrerer Mit glieder der köuigl. Familie. Karlsruhe, Donner-tag, 3. April, Abend-. (W. T. B.) Die Zweite Kammer nahm in ihrer heutigen Sitzung bei der Brrathung drS vom Abg. v. Feder erstatteten Bericht- der Eisrnbahnunfall- commisfion einstimmig nachstehenden, von letzterer gestellten Antrag an: Die Kammer möge ihr tiefes Bedauern über die mehrfachen in den Jahren 1882/83 vorgekommenen schweren Betriebsunfälle und Verkehrsstörungen aussprechen; sie verbindet mit dem Ausdrucke dieses Bedauerns die feste Erwartung, daß es der groß- herzogl. Eisenbahnverwaltung durch eine sorgsame Ueberwachung des Eisenbahndienste-, durch eine strenge Handhabung der bahnpolizeilichen Vorschriften und der gebotenen Disciplin in Verbindung mit den bereits eingeführten oder zur Ausführung beschlosse nen, die Sicherheit des Eisenbahnverkehrs bezwecken den Maßregeln gelingen werde, das Land vor ähn- *) Nachdruck verboten. D. Red. anhaltenden Geprassel einstürzender Häuser, fallender Ziegel und klirrender Fensterscheiben betäubten das Ohr dergestalt, daß auch der Donner des Feuerns nicht selten dabei überhört wurde. Alle jammervollen Scenen der vorigen Nacht erneuerten sich in noch weiterm Umfange. Aber mitten in der ringsum drohenden Gefahr erzeugte sich auch allmählich eine Gleichgiltigkeit bei Vielen, die nichts mehr zu Herzen nahm. War auch nicht der Muth, so war doch die Natur erschöpft; Anstrengung, Schlaflosigkeit, immer währende Anspannung des Gemüths und Sorge für Weib und Kind und Eigenthum fielen auf die Meisten mit einem solchen Gewicht, daß sie selbst in den Trümmern ihrer Wohnungen sich ein noch irgend er haltene- Plätzchen ersahen, um den bi- in den Tod ermatteten Gliedern einige Ruhe zu gönnen. Da geschah e-, daß eine Bombe, verderblicher als alle übrigen, in denjenigen Theil des RathhauseS niederfuhr, wo sich die RathSwage befand, und ein hellaufflackernde- Feuer war die unmittelbare Folge ihres Zerspringen-. Als naher Nachbar sprang ich auf, um, was ohnehin mein angewiesener Beruf war, schnelle Anstalten zur Brandlöschung zu betreiben; denn an der Erhaltung des ansehnlichen Gebäudes, in welchem unsere Stadtarchive und so viel andere Sachen von Werth ausbewahrt lagen, mußte uns Allen vorzüglich gelegen sein. Aber rundum in meiner Nachbarschaft regte sich keine menschliche Seele zum Löschen und Retten. Ich rannte hierhin und dorthin zu den nächsten Bekannten, braven und wackern Män nern, um sie zur Hilfe aufzurufen: aber schlaftrunken und ohne Gefühl für die drohende Gefahr, wie sie waren, blieb mein Bitten und Ermuntern ebenso um- lichen erschütternden Vorgängen zu bewahren und das Vertrauen auf die Sicherheit unserS Eisenbahn verkehrs, welches derselbe während einer langen Reihe von Jahren genoß, in unverkürztein Maße wiederherzustellen. Der Abg. Kiefer und die große Mehrzahl der Redner führten au-, daß die Resolution nicht die Bedeutung eine- Tadel-votumS hab,. (Vgl. die „Tagesgeschichte".) Buda-Pest, Freitag, 4 April, Mittags. (Tel. d. DreSdn. Journ.*) Im TiSza ESzlarrr Pro reffe erkannte der oberste Gerichtshof auf Frei sprechung sämmtlicher Angeklagten. Paris, Donnerstag, 3. April, Abends. (W. T. B) Der Senat berieth in seiner heutigen Sitzung über den WahlmoduS für die Pariser Municipalwahlen und beschloß mit 136 gegen 115 Stimmen, daß die Wahl, anstatt nach dem am Dienstag von der Kammer genehmigten Wahl systeme, gegen da« sich eine große Anzahl von Journalen tadelnd ausgesprochen hatte, mittelst d»S ListenscrutiniumS in jedem Arrondissement (nicht, wie die Kammer wollte, in 4 großen Bezirken, in welche die Stadt einzutheilen wäre) stattfinden soll. (Vgl. unsere Pariser Correspondenz unter „Tages- geschichte".) Die Deputirtenkammer setzte heute zunächst die Berathung der Finanzconvention mit Tunis fort. Der Ministerpräsident Ferry erwiderte auf einen Einwand des Deputirten Delafosfe, durch die Convention werde die internationale Finanzcommifsion beseitigt, welche das Haupthinderniß für Reformen sei, die Ausländer würden auch ferner gewisse Immunitäten behalten. Anlangend die zwischen Tunis und aus wärtigen Staaten bestehenden Verträge, so werde das französische Protectorat in dieselben bis dahin ein treten, wo eine Abänderung oder Aufhebung derselben erfolge. Die Convention wurde darauf mit 322 gegen 164 Stimmen angenommen. Ferner wurde ein von dem Ministerium acceptirter Zusatzartikel gc- uehmigt, welcher besagt, daß der Bey von Tunis keine neue Anleihe contrabirea kann ohne Zustim mung deS Parlament-. Die Kammer trat sodann tzt.die Berathung de« RecrutirungSgesetzrS ein. Rom, DonuerStag, 3. April, AbendS. (W. T. B.) In der heutigen Sitzung der Deputieren- kammer theilte der Ministerpräsident Depretis die erfolgte Constituirung deS CabinetS mit. Der Ministerpräsident Depretis erklärte, sein hohes Alter habe zuerst in ihm Zweifel hervorgerufen, ob er das Mandat der Reconstituirung des Labinets annehmen solle. Das neue Ministerium werde dem Programme von Stradella treu bleiben. Depretis fügte hinzu, er sei glücklich, den Rest seiner Tage die sem Programme zu widmen, und hoffe, eine starke Majorität im Hause auf seiner Seite zu finden. Der Ministerpräsident gab sodann eine Uebersicht über die noch zu erledigenden Gesetzentwürfe und legte neue Gesetzentwürfe vor, betreffend die Errichtung eines Ministerpräsidiums und die eines Ministeriums für Post und Telegraphen, sowie die von Unterstaats- secretariaten und eines Schatzrathes. Im Fortgänge der Sitzung wurden von Mit gliedern der äußersten Linken und von Prntar chisten lrbbafle Angriffe gegen das Cabinet ge richtet, auf welche der Ministerpräsident Depreti« und die Minister Coppino und Grimaldi antwor teten; irgendwelcher Antrag wurde von der Oppo sition nicht eingebracht. Da- Hau- beschloß, die *) Nachdruck verboten. D. Red. sonst wie mein Toben und Schelten. Sie schlummer ten fort und ließen es brennen. In steigender Angst lief ich auf die Brandstätte zurück, um Anordnungen zu treffen, die zu noch mög licher Bewältigung des Feuers mit jedem Augenblicke dringender wurden. WaS mir begegnete, packte ich an, um Hand anzulegen, aber kaum Einer oder der Andere schien auf mein flehentliches Ermahnen zu achten. Ein vierschrötiger Kerl, den ich nicht kannte und dem ich auf diese Weise einen gefüllten Löscheimer ausdrang, nahm ihn und schlug ihn mir sammt seinem nicht gar säubern Inhalt gerade um die Ohren, so daß ich fast die Besinnung verlor und, verbunden mit dem übrigen Schmutz und Ruß, womit ich bedeckt war, wohl eine sehr jämmerliche Figur machen mochte. Alles dies achtete ich jedoch weniger als das Un glück, das dem Rathhause bevorstand; und da ich wohl einsah, daß unter den gegenwärtigen Umständen eine wirksame Hilfe allein vom Militär auSgehen könne, so hastete ich mich, das nächste Wachhaus auf dem Walle zu erreichen und den dort commandirenden Offizier um schleunigen Beistand zu bitten. Wild stürme ich in daS halbdunkle Wachzimmer hinein. Ich sehe auf der hölzernen Pritsche sich eine Gestalt regen, die ich nicht erkenne, aber sie für den Mann haltend, den ich suche, schreie ich ihn mit dem Rufe vom Lager auf „Bester Mann, zur Hilfe! DaS Rathhaus steht in Flammen!" Aber weniger meinen Schrei als mich und mein Jammerbild beachtend, erhebt sich der Offizier mir gegenüber, schlägt die Hände zusammen und spricht: „Ach, Du armer Nettelbeck!" — Jetzt erst an der Stimme erkenne ich ihn — eS ist Gneisen au! Er Präsidentenwahl am nächsten Montage vorzu- urhmen. Der Minister Grimaldi hat den festen Ent schluß ausgesprochen, die von seinem AmtSvor- gänger Berti beantragten socialen Gesetze aufrecht zu erhalten, behält sich indrß Amendement- zu denselben vor. Der. Cardinal Fürst Hohenlohe ist hierher zu- rückgekehrt. Der päpstliche Nuntius in Pari-, Msgr. de Rende, wird nächsten Sonnabend hier erwartet. London, Donner-tag, 3 April, Abend-. (W. T B.) In der heutigen Sitzung de- Unterhauses erfolgte die Beantwortung mehrerer Interpella tionen in der ägyptischen Frage. In Beantwortung mehrerer an ihn gerichteter An fragen erklärte der Staatssekretär des Krieges, Marquis v. Hartington, es werde nicht beabsichtigt, Truppen nach Berber oder Chartum zu schicken; die Verantwortlichkeit der Regierung für die Sicherheit des Generals Gordon erkenne er am Wenn Gordon in Gefahr gerathen sollte, müsse demselben Hilfe und Beistand gewährt werden; im Uebrigen bekenne er sich zu der Politik der Räumung des Sudan. Anlangend die militärischen, finanziellen und politischen Maßregeln bezüglich Aegyptens, so müsse er es ablehnen, gegen wärtig eine Erklärung über die bezüglichen Absichten der Regierung abzugcben. — Der Premier Glad stone erklärte, der General Gordon habe keinen Be fehl, in Chartum zu bleiben; seine Berichte bewiesen aber, daß er dort keinerlei Gefahr lause. — Der Mar quis v Hartington bemerkte ferner, die Regierung habe es abgelehnt, den Vorschlag Gordon's, Zebehr Pascha zum Gouverneur von Chartum zu ernennen, zu genehmigen; sie habe Gordon von ihrein Wunsche in Kenntniß gesetzt, daß er nur so lange in Chartum bleibe, als zur Aus führung des Rückzuges der im Sudan .garnisoni- renden Truppen nothwendig sei. Die Verwendung englischer Truppen zur Stütze von Chartum habe Gordon niemals in Anregung gebracht. Suakin solle eine ägyptische Garnison erhalten-, bis dies vollständig . geregelt sei, werde aber eine kleine englische Truppen- abtheilung in Suakin bleiben und durch die Marine truppen an Bord der dort liegenden Kriegsschiffe un terstützt werden. — Northcote beantragt zum Zwecke der Bekämpfung der ägyptischen Politik der Regierung die Vertagung. — Gladstone protestirt lebhaft gegen einen derartigen Mißbrauch der parlamentarischen Pri vilegien und bemerkt dann weiter, die ägyptische Fi nanzfrage habe eine umfassende und vollständige Prü fung gefunden; mit Rücksicht auf die an der Frage interessirten übrigen Regierungen könne er aber die gefaßte Entschließung noch nicht mittheilen. Ler Bertagungsantrag wurde hierauf zurück- gezogen Vom Hause wurde sodann die Berathung der Reformbill fortgesetzt. Christianis, Donner-tag, 3. April, Abend». (W. T. B.) Das neue Ministerium ist heute Nachmittags gebildet worden. Der StaatSratb Scbweiaaard ist zum Staatsministrr in Christiania, Gutsbesitzer Karl Loevenskiold zum Staatsministcr für Norwegen in Stockholm ernannt worden. Zu StaatSrätden sind ernannt: Amtmann Bang, Oberstlieutenant Dahll, Professor der Rechte Aubert, Professor E. Hertzberg und Erpeditionssecretär Reimers. Die StaatSrüthc Johansen und Hertz berg verbleiben interimistisch auf ihren Posten. Dresden, 4. April. Die Wiener Blätter veröffentlichten dieser Tage eine aus amtlichen Quellen geschöpfte übersichtliche hört, er erfährt, er giebt mir einen Adjutanten sammt einem Tambour mit; die Lärmtrommel wird gerührt, Soldaten erscheinen, Patrouillen durchziehen die Straßen, kräftigere Löschanstalten kommen in Be wegung, die zwar den Brand nicht mehr zu unter drücken vermögen, aber ihm doch dergestalt ein Ziel setzen, daß wenigstens doch zwei Seiten des ein großes Viereck bildenden Gebäudes erhalten werden, während der schon ergriffene Theil desselben noch bis zum Abend des folgenden Tages in sich selbst niederbrennt und fortglimmt. Zu gleicher Zeit war in der allge meinen Verwirrung auch eine Anzahl Baugefangcner aus dein Stockhause losgebrochen und begann hier und da in den Häusern zu plündern; wie denn auch das meinige von diesem Schicksal getroffen wurde, bis der thätige Eiser des Militärs die versprengte Rotte wieder einfing und für die allgemeine Sicherheit unschädlich machte. So besonnen, wo es Handeln galt, so allgegen wärtig gleichsam, wo eine Gefahr nahte, und so be harrlich, wo nur die unabgespannte Kraft zum Ziele führen konnte, wie der Commandant in dieser furcht baren Nacht sich zeigte, hatte er immer und überall seit dem ersten Augenblicke seine» Auftretens sich er wiesen. Seit Wochen schon war er so wenig in ein Bett als aus den Kleidern gekommen. Nur einzelne Stunden, die er ungern der Thätigkeit auf den Wallen unter dem heftigsten Kugelregen abbrach, ruhte er auf einer ähnlichen Pritsche wie jene in einem armseligen Gemach über dem Lauenburger Thore, jeden Augen blick bereit mich oder Andere anzuhören, wenn wir ihm etwas von Wichtigkeit zu melden hatten.
