Ee. Majestät der König haben Allergnädigst ge ruht, dem Standesbeamten und vormaligen Gemeinde- vorstande Großmann in SeiferSdorf das allgemeine Ehrenzeichen zu verleihen. Bekanntmachung. Die Eröffnung des Betriebes auf der Secun- däreisenbahn Radebeul-Radeburg betr. DaS Finanzministenum hat beschlossen, die schmal spurige Secundäreisenbahn Radebeul-Radeburg - am 16. September laufenden Jahre» dem allgemeinen Verkehre zu übergeben. An dieser Secundäreisenbahn befinden sich außer der Endstation Radeburg die Haltestellen für Per sonenverkehr Weißes Roß und Löbnitzgrund, sowie die Haltestellen für Personen- und Güterverkehr Dippels dorf, Moritzburg — Eisenberg, Bärnsdorf und Berbis dorf. Die Leitung des Betriebes der genannten Secun däreisenbahn erfolgt durch die Generaldirection der StaatSeisenbahnen, welche die Tarife und Fahrpläne bekannt machen wird; dagegen bleibt die Erledigung der auf Bauangelegenheiten und die Regelung der Besitzverhältnisse sich beziehenden Geschäfte im Bereiche der neuen Bahnstrecke bis auf Weiteres noch dem Com- missar für Staatseisenbahnbau, Finanzrath Schreiner überlassen. Rach dem Ministerrathr am Sonnabend wird der Ministerpräsident Ferry voraussichtlich nach den Vogesen zurückkehren und dort bl» Ende de» Monats bleiben. Der Mensch ist ja seit einigen Tagen wie umgewandelt. Sonst der unermüdlichste Arbeiter, geht er jetzt ans Nothwendigste sichtlich widerwillig. Sah ihn eben wieder müßig stehen — und al- ich ihn an redete, fuhr er heftig zu ammen und schaute mich einen Augenblick wie geistesabwesend an. Hab' schon ge dacht, ob ihr etwa — am Ende Du, Paulchen — irgend was mit einander gehabt?* Bei der directen Frage stieg eine Helle Glut in Frau Klein'» Gesicht; da sie gleichzeitig ihre» Gatten und Käthchen'S Blicke forschend auf sich gerichtet fühlte, neigte sie sich tief über einen Korb voll grüner Boh nen, nahm langsam eine Handvoll heraus, und die selben eifrig zerschneidend, erwiderte sie, ohne auf- zublickev: „Bewahre mich der Himmel, Deinem Liebling mit einem scheelen Worte zu nahe zu treten! Der König sprach den Wunsch au», daß die Frage wegen Unterbringung der Be völkerung der ungesunderen Dtadttheile iu Baraken außerhalb der Stabt noch heute entschieden werde und erklärte, er werde so lauge in Neapel bleibeu' bi» die Epidemie Nachlasse. Der Sohn de» König» von Hawai ist gestern an der Cholera erkrankt, befindet sich aber bereit» auf dem Wege der Besserung. Neapel, Freitag, 12 September. (Tel. d. DreSdn. Journ.) Lom 16. d. Mt». Nachmittag» um 4 Uhr bi» gestern Nachmittags um 4 Uhr find 200 Cholrrafälle weniger, al» am Tage vorher cvnstatirt worden; auch in der Umgebung der Stadt bat die Cholera abgenommrn. Ein Platz regen erfrischte sehr. Der König besuchte gester« trotz strömenden Regen» die an der Cholera er- kranktrn Soldaten, sowie nochmal» da» Stadt viertel Mrrcato und kehrte erst Abend» 7 Uhr in das königl. PalaiS zurück. Es heißt, der König hätte für die Cholerakranken 300000 Lire ge spendet. London, Freitag, 12. September.(Tel.d DreSdn. Journ.) Einer Meldung von „Reuter'S Office" aus Singapur zufolge find die italienischen Matrose« von der Mannschaft de» „Nisero" am 3. d. Ml», in Freiheit gesetzt worden. Drr Rajah von Teuom versprach, auch die übrigen Gefange ner, freizulaffen. Dresden, 12. September. Der ungarische Ministerpräsident Koloman v. TiSza, welcher erst vor einigen Tagen aus Ostende zurückgekehrt ist, hat vorgestern vor seinen Wählern in Großwardein das Regierungsprogramm für die nächste Reichstagssession verkündet. Bekannt lich ist die Regierungspartei bei den letzten Wahlen ohne eigentliches Programm in den Wahlkampf ge zogen. Tisza hatte nur ganz im Allgemeinen das Festhalten an den liberalen Ideen proclamirt. Danach haben einige Resiortminister und höhere Ministerial beamte in ihren Landidatenreden über die nächsten ReglerungSabsichten einige flüchtige Andeutungen ge geben. Eme zusammenhängende Darstellung hat aber bisher gefehlt und ist erst jetzt von TiSza gegeben worden, welcher in den einleitenden Sätzen erklärte, er lebe in der Ueberzeugung, „daß wir, soweit es möglich und nach menschlicher Berechnung so lange, als möglich und nach Kräften dahin wirken werden, daß der Friede nicht gestört werde." Die Rede ent hält namentlich zwei markante Momente: erstens die Betonung, daß die liberale Richtung fortan nur mit Mäßigung und Nüchternheit verfolgt werden dürfe, und zweitens die Verwahrung gegen entnationalisi- rende Tendenzen der Regierung. Der Ministerpräsi dent sagte: Ost durchziehen gewisse Strömungen ganz« Welt- theile. Manchmal veranlaßt diese Strömung zum raschen Fortschritte, ein andere» Mal zum Rückschritte. Ich glaube kaum zu irren, daß solche Strömungen auch in unseren Tagen vorhanden sind; aber ich bin der Ansicht, daß wir nie vergessen dürfen, daß wir den Umstand, daß aus den säst kastenmäßig geschiedenen Llassen der Böller Ungarn» eine Na- ttvn entstehen könnt«, d«m lib«raleu Fortschritte, den Umstand aber, daß wir inmitten so vieler Gefahren und Stürme bestehen können und heute versaflungtmüßig« Freiheit genießen, gerade diesem Zufammenschmelzen verdanken müssen. E« ist daher »othwendig, daß in Zeitläuften, in welchen derartige Strö mungen vorhanden sind, wie die der Gegenwart, der Fortschritt ein behutsamer und überlegter sei, dam» die durch jede Neue- rung zum Theile berührten Juteresten nicht in da» Lager der Freunde de» Rückschritt» gedrängt werden; denn den Fortschritt, die liberale Richtung kann meiner Ansicht nach kein Ungar aus- grben. Wie et meiner Ueberzeugung nach unsere Ausgabe ist, für die Entwickelung der von mir berührten Institutionen nach l«d«r Richtung hin, wie für di« Hebung de- materiellen und geistigen Wohlstände» Alle» zu thun; ebenso ist e» nothwendig, daß wir diese Zeit auch dazu benutzen, die im Lande selbst aus dem Gebiete unserer inneren Angelegenheiten sich ergebenden Urbelftünde und Gefahren zu besenigeu. Et ist überflüssig, zu «rwäknen, daß in Ungarn auch heute noch wie seit leher eine gewisse Aßitation zur Störung de» guten Linverneh- mrnt zwischen den verschiedenen in diesem Baterland« lebenden Raren besteht. Diese Agitation greift in Reden und manchmal im Wege der Presse dir Grundlagen, ja selbst die Existenz de» unaarischen Staate» an. Ein andere« Mal ist die Agitation nicht so verwegen, sondern sie sucht aus Schleich wegen durch die Aufstachelung de« Racenhastet ihren Zweck zu erreichen. Zu dieser Agitation hat sich, wie wir Alle wissen, neuesten» eine andere Agitation gesellt, die Ausreizung gegen die in diesem Baterlande besindlichen Lonfes- sionen'und insbesondere gegen eine derselben, gegen unsere israelitischen Mitbürger; und dritten» eine Agitation, die vom Ausiandl importirt wurde, und zwar di« Agitation, die aus die Störung de» Einvernehmens zwischen den verschiedenen «asten der Gesellschaft, ja sogar dahin abzielt, daß unter den» Wben Feindseligkeit auSbrecht und hierdurch die Grundlage dst StaateS selbst und der Gesellschaft erschüttert werde. Meiner Ueberzeugung nach ist der ungarische Staat kräftig gviug, diese Agitation dort, wo sich deren Folgen bereit« in Tdttiichkeiten kundgaben, zu unterdrücken. Einerseits aber »m ich eS nicht in Abrede stellen, eS widerstrebt meinem HechtSgesühle, daß Diejenigen, die nicht daran dachten, viel mehr irre geführt wurden, wie die- auch bisher in kieinem Maßstabe geschehen mußte, die» theils mit ihrem Leben, theil» mit ihrer Freiheit büßen, während Diejenigen, welche die Ursache diese» Auftreten» waren, ungestraft ihr Treiben fortfetzeu. Außerdem darf man nicht außer Acht lasten, daß, wenn solche Hetzereien ungestraft fortgesetzt werden; daß, wenn diese« Gift ungestraft au? gestreut werden kann, schließlich auch die Moral der weniger gebildeten und mit solchen Fragen sich weniger befassenden BolkSmasten anaesteckt wird, woraus dann eine ernste Befahr sür den ungarischen Staat entstehen kann Ich glaube, wenn gewisse gefährliche Aufreizungen sich wirklich einstellen und die gewöhnlichen Mittel der sreien Staaten nicht mehr hinreichen, um jene Ausreizungen unschädlich zu machen und zu beendigen, so kann man, ohne die Freiheit zu gesährven, nur so Vorgehen, daß man die freie Meinungs äußerung selbst in ihren Verirrungen und Auswüchsen unan getastet läßt und auch in anderer Hinsicht der Regierung nur auf kurze Zeit und streng umschriebene Vollmachten giebt, mit den vorhandenen Uebeln aufzuräumen. Aus diese Weise, meine Herren, können di« Gefahr« abge- wendet werden, ohne daß die Freiheit selbst gefährdet wer den würde. Trachtet man aber nicht, die bezeichneten Ge fahren abzuwenden, so können dieselben noch dadurch ver größert werden, daß schließlich die Ordnung, ohne welche konstitutionelle Staaten nicht cxistiren können, gestört wird und hierdurch selbst die Freunde der Freiheit, wenn auch nur zeitweilig, wie die« unzählige Fälle beweisen, in da-Lager der Feinde getrieben werden. Ich bin vollkommen überzeugt, daß e« nothwendig ist, der Regierung eine solche sest umschriebene und an eine gewisse Zeit gebundene Vollmacht zu ertheilen; und ich erkläre im Voraus, daß ich eine solche Vollmacht einer jeden andern Regierung zu votiren geneigt sein werde, wenn eine solche an meine Stelle tritt und von welcher ich überzeugt bin, daß sie die in Rede stehende Vollmacht, wie auch ihre sonstige Macht ausschließlich nur im Interesse des ungarischen StaateS auSüben wird In erster Linie dürste die Regierung dabei ihr Augenmerk auf die Umtriebe unter den Rumänen Siebenbürgens gerichtet haben, die manchmal einen bedenklichen Charakter annehmen, wird doch neuestens sogar für die Verherrlichung der Apostel der Gora bewegung agitirt und gesammelt. Es scheint, daß die Regierung dem Anwachsen der slawischen Fluth in Ungarn nicht ruhig zusehen will, und daß auch der antisemitischen Bewegung ernst entgegengetreten werden soll. Der Ministerpräsident deutet allem Anscheine nach auch auf eine Suspendirung deS Preßgesetzes hin, welches Preßvergehen den Geschworenengerichten zu weist. Die Merkmale der Beschränktheit hinsichtlich der Zeit und de» Geltungsgebietes erinnern lebhaft an da» in Wien und in dessen nächster Umgebung in Kraft getretene Ausnahmegesetz, welche- gegen die terroristische Socialdemokratie in Anwendung gebracht wurde. Eine nothwendige Folge dieser Maßnahme war bekanntlich ein Rückzug der fonalistischen geheimen Agitation nach Ungarn, welche- ja auch in die Conspiration Stellmacher'- und seiner Genossen ein bezogen wurde. E- scheint, daß den Terroristen dieses Gebiet ebenfall- entzogen werden soll. Ferner kündigte der Ministerpräsident eine Vorlage über die Reform der Magnatentafel an, welche die Vertreter einiger bi-her ausgeschlossener Eonfessionen berücksich tigt, die Zahl der Pairs fixirt und ihr die Gestalt der Oberhäuser anderer Länder geben soll. Dazu wird die Regierung allerdings die Zustimmung der Magnatentafel selbst benöthigen, und hat sich insofern vor keine leichte Aufgabe gestellt. Der Ministerpräsi dent kündigte ferner die Verlängerung der Mandats dauer der Abgeordneten auf 5 Jahre an, da das 3- ährige Mandat und die 3jährige Legislaturperiode, o sehr sie den alten Ueberlieferungen Ungarns ent- prechen, zu den Sitten und den Wahlgebräuchen des Lande- in keinem harmonischen Verhältnisse stehen. DaS Land kommt au- dem Fieber des Parteikampfes gar nicht heraus, und der Reichstag selbst kann sich kaum einer dauerhaften reformatorischen Thätigkeit hingeben. Ueberzeugend wirkten die Argumente deS Redners für da- gemeinsame Zollgebiet, und einen wohlthuenden Eindruck übte das Versprechen, daß der ungarische Staat das ihm zustchende Recht auf Kün digung nur dann benützen werde, wenn man in LiS- leithanien nicht einsehen wollte, daß das Zoll- und HandelSbündniß im gemeinsamen Interesse gelegen sei. Der Ministerpräsident wies nach, wie zwischen den Interessen der Landwtrthschaft, des Handels und der Industrie kein Gegensatz bestehe. Das Eine könne nur durch die Blüthe deS Andern gewinnen; wenn wir die österreichischen Jndustrieartrkel mit großen Zöllen belasten, kann Oesterreich gegen unsere Pro dukte Retorsion anwenden, und der Kampf mit Amerika wird noch schwieriger werden. Nach einer Meldung des „Pester Lloyd" war die Wirkung der Rede, welche der Ministerpräsident v. TiSza in Großwardein gehalten hat, eine geradezu faScinirende. DaS genannte Blatt cvnstatirt die Wich tigkeit deS Moment-, daß der Cabinetschef in bejahen dem Sinne Stellung zu jenen Fragen genommen habe, die von hervorragendcn Mitgliedern der liberalen Partei vor und während der Wahlen aufgeworfen worden sind. Im Uebrigen beschränkt es sich auf eine Paraphrase der Rede und meint, die Andeutungen Ti-za'S bezüglich der Ausnahmemaßregeln seien zu allgemein, als daß eS möglich wäre, darüber schon heute ein Urtheil auszusprechen. — Dagegen erblickt „Nemzet" da- größte Verdienst dieser Rede darin, daß der Ministerpräsident eS verstanden habe, die von ihm geplanten Reformen und Ausnahmemaßregeln mit dem Liberalismus im Einklang zu bringen. DaS Re gierungsblatt sieht voraus, daß die Opposition, die bisher immer an den freiheitlichen Institutionen zu mäkeln hatte und im Grunde reaktionär gewesen ist, nunmehr liberale Schlagworte ausgeben und Tisza der Reaktion bezichtigen werde. Dem gegenüber ständen die feierlichen Erklärungen TiSza'S über den Beruf und die Traditionen des Liberalismus in Un garn. ES wäre der Regierung ebenso möglich, scharfe und dauernde Ausnahmezustände zu activiren; da sie aber die Freiheit erhalten und nur den Libertinismus treffen wolle, nehme sie im Interesse des StaatS- wohleS die Zuflucht zu provisorischen und zeitlich be grenzten Maßnahmen. — Im „Neuen Pester Jour nal" heißt eS: „Der Ministerpräsident sprach sich mit größter Reserve au-, doch glauben wir, daß er sprechenden Blick zuwerfend — „aber, da wir auf keinen Fall einen kopfhängerischen Müßiggänger brauchen können, ist's das Einfachste, Du schickst ihn fort!" Von der Hitze und dem vom weit entfernten Felde zurückgelegten Wege ermüdet, hatte Herr Klein neben seiner Frau Platz genommen und war eben dabei, mit seinem Taschentuche die schweißbedeckte Stirn zu trocknen. Da machte die letzte Aeußerung seine schon halb er hobene Hand rasch wieder sinken. „Was sagst Du?" rief er in halb erstauntem, halb zweifelndem Tone, als ob er nicht recht gehört —, „ihn jetzt fortschicken? mitten in der Ernte?" „Allerdings!" lautete die hart klingende Antwort — „wenn Du Dich ärgerst über seine Trägheit?" „Nergern?" wiederholte Herr Klein unter miß billigendem Kopfschütteln — „da» ist nicht der richtige Ausdruck, Paulchen. Vielmehr fühle ich Betrübniß über Schäfer'» seltlame Veränderung! Wäre mir nur irgend eine äußere Veranlassung bekannt?" „Was Du Dich doch um den fremden Menschen sorgst?" rief Frau Klein in Hellem Unmuth. „Ich sollte meinen, wir hätten's besser um ihn verdient, als daß er uns jetzt durch Faulheit dankt! Ja — gieb nur acht! ES wird noch schlimmer kommen, wenn Du ihn nicht bei Zelten entlaßt." Käthchen, welche der Tante beim Bohnenschnitzeln Hilfe leistete, hatte sich bisher schweigsam verhalten, doch verneth der schnelle Farbenwechsel in ihrem lieb lichen Gesicht ihr Interesse an dem lebhaft geführten Disput. Jetzt erhob sie plötzlich den blonden Kops und der Antwort de» Onkel» zuvorkommend, sagte sie in ängstlich bittendem Tove: „Da» wirst Du doch ge- wiß nicht thun, lieber Onkel? Ich kann mir nicht denken, was in den pflichttreuen, fleißigen Menschen gefahren ist, doch soviel weiß ich, wenn er hier und da etwas vernachlässigt, dann geschieht's nicht aus Faulheit, wie die Tante behauptet, sondern er ist krank, ernstlich krank." „Ja Kind, das fürchte ich auch!" nickte Herr Klein nachdenklich — „und zwar, scheint'- mir, sitzt sein Uebel ihm im Gemüth! Na, ich will 'mal 'n ernstes Wort mit ihm reden, im Uebrigen wollen wir eS nicht an Nachsicht fehlen lassen, hörst Du, Paulchen? sei auch Du —" „Ich weiß ohne Deine Vorschrift, wie ich mich gegen solche Menschen zu benehmen habe", fiel die junge Frau bitterböse ein. „Nachsicht?" sie lachte höhnisch auf — „wie weit Du damit kommst, wirst Du letder zu spät inne werden. Ich schlafe keine Nacht mehr ruhig, aus Furcht, er steckt uns da- Hau» über unsern Köpfen an." „O, da- ist abscheulich, Tantel" rief Käthchen empört. „Meinst Du? Höre Einer da- naseweise, junge Ding! Was kümmert's Dich, wie ich über Jemand denke? Aber freilich, - wird wohl wahr sein, was die Leute sprechen, daß die reiche Käthe Klein, die doch sonst den Kopf fo hoch trägt, ihre Liebe weg wirft an diesen armseligen Knecht."
