18. bis 60. Lebensjahre einberusen. Tie- bedeutet also die allgemeine Mobilisierung. Tas Hauptquartier befindet sich in Nisch. Wien, 27. Juli. Tie Versammlung der für die KriegSopcrationen bestimmten serbischen Feldarmee geht nach den bisher eingelangten Nachrichten im Raume Kragujewacz, Kraljewo, Kruschewac vor sich.- ES ist dies daS zentrale Gebiet Altserbiens, wo die Kommuni- latioucn aus allen Teilen des Landes zusammenlausen. Gegen die Drinagreuze konzentrieren sich starke feindliche Truppen, denen sich die in Bildung begriffenen Frei- Willigenbanden anschliestcn. AuS den feindlichen Maß nahmen ist zn entnehmen, tast Serbien vorerst seine Haurtkraft außerhalb des Bereiches unserer Einwirkung in Nnhe versammeln will, um dann, je nach den Um ständen, sein weiteres Verhalten einzurichten. An der serbischen Westfront scheint man sich mit dem Gedanken zu tragen, einen Vorstoß über die Trina zu wagen. Hierbei rechnet man aus eine ähnliche Aktion Montenegros gegen den südlichen Teil unserer Reichslande. Die serbische Kriegsproklamation. Das serbische Amtsblatt „Srpsle Novine" verösfent- lichr folgende Proklamation: „An daS serbische Volk! Vor zwei Tagen hat die öslerreichisch-ungarisch« Regierung der serbischen Regierung eine Note mit gewisse» Forderungen überreicht und überliest es unS, sie bis 6 Uhr abends zu beant- Worten, mit der Trohung, daß sie die diplomatischen Beziehungen abbricht, wen» die Antwort ungünstig lautet. Tie serbische Regierung ist im Interesse des Friedens, den nicht nur Serbien, sondern ganz Europa wünscht, so weit gc- gangen, wie dies die Grenze der Nachgiebigkeit gestattet, über die hinaus jedoch keiu »«abhängiger Staat nachgebeu kann. Wir vertrauen auf Gott, aus unsere Rechte und auf die Freundschaft der Großmächte, die — davon sind wir überzeugt — gerade so deu Frieden wünschen, wie wir selbst, und wir hoffen, daß die Krise i» Friede» erledigt werden kann. Ta der österreichisch-ungarische Gesandte im Namen seiner Regierung erklärt hat, daß er mit der Note unznsriedeu sei, und die diplomatische» Beziehungen daher als gelöst zn betrachten sind, sieht sich die secbijche Regierung veranlaßt, für jeden Fall die dringendsten militärischen Maßnahmen zur Wehr deS Landes zn treffen. Wir betrachte» eS als unsere Vflicht, daS Polk zur Bater- landsverteidignng anfznsorderu und hoffen, tast es unserem patriotischen Aufrufe Folge leisten wird. Werde» wir übersatten, so wird das Militär schon seine Pflicht tun. Tie Bürger, die nicht unter die Jahne» gerufen werde», fordern wir aus, ruhig i» ihrem Heim zu bleibe» u»d ihre Arbeiten ruhig fortzusehen." Die Proklamation trägt das Tatum vom 13. Juli alten Stils (26. Juli neuen Stile) und ist von sämt lichen Mitgliedern der Regierung gezeichnet. Angebliche Annahme der österreichischen Forderungen durch die serbische Skup schtina. Semlin, 27. Juli. Zwei deutsche Herren, Schlacht hausdirektor Rank nud Kansmann Hopp, die soeben mit dem letz en Flüchtlingsdampfer ans Belgrad hier angekommen sind, berichten ans Grund von Mitteilungen, die sie von Mitgliedern der deutschen Gesandtschaft erhalten haben «vollen, folgender: Die Ckiipschtiua tu Nisch hat heute alle in der Note Österreich-Ungarns enthaltenen Forde rungen bedingungslos angenommen. Eine Nachprüs uug dieser M:t:rilung ist zur Stunde nicht möglich. Der serbische Ministerpräsident über die Lage. Paris, 28. Juli. Der Belgrader Korrespondent dcs „Matiu" hatte eine Unterredung mit dem Minister präsidenten Pasitsch, der ebenso wie der Kronprinz die vorige Nacht noch in Belgrad zugebracht hatte. Pasitsch sagte ». a.: „Die Mächte der Tripelentcntc haben uns dnrch ihre wohlwollende Haltung und warme Unter stützung, insbesondere während des letzten Krieges, hin reichend gezeigt, daß unsere Existenz ihnen teuer ist, daß wir mit ihrem Schicksal eng verknüpft sind und einen Teil ihrer Interessen darstellen. Rußland, Frank reich uitd England werden uns nicht im Stiche lassen gegenüber der großen Nachbarmacht, die sich durch ihre Note erlaubt hat, unsere politische Existenz und unsere Eouveränitätsrcchte zu gefährden. Rumänien hat, uns erklärt, daß es alles anfbieten werde, die Schwierig keiten zu ebnen. Im Falle eines Krieges wird Rumänien seine Entscheidung tresfen. Aber es hosst, daß der Krieg vermieden werden wird." Die Haltung der Mächte. Im englischen Unterhause stellte gestern ein Ab geordneter die Frage an die Negierung, wie sich die Mächte, insbesondere Großbritannien, gegenüber dem Streitsall zwischen Osterreich-Ungarn und Serbien nach den Auffassungen des Staatssekretärs Grey zn verhalten gedächten. Sir Edward Grey beantwortete die Anfrage mit folgenden Worten: „Ich glaube, dem Hause ans- führlich die Stellung, welche die britische Negierung bis jetzt eingenommen hat, darlegen zn müssen. Letzten Freitag morgen erhielt ich vom österreichisch-ungarischen Botschafter den Text der Mitteilungen der österreichisch, ungarischen Negierung an die Mächte, welche die For derungen Osterreich-Ungarns an Serbien enthalten. Nachmittags sah ich die übrigen Botschafter und drückte ihnen gegenüber die Ansicht aus, daß wir, solange der Streit auf Österreich-Ungarn und Serbien beschränkt bleibe, keiu Recht hätten, unS einznmischen. Wenn ober die Beziehungen zwischen Österreich-Ungarn, Deutsch- land und Rußland bedrohlich würden, sei eS eine Sache deS europäischen Friedens und gehe unS alle an. Ich wußte in jenem Augenblicke nicht, welche» Stand punkt die russische Regierung eingenommen hatte, und ich konnte deswegen keinen unmittelbaren Vorschlag machen. Aber ich sagte, wenn die Beziehungen zwischen Österreich-Ungarn undNußland einen bedrohlichenCharakter annähmen, so scheine mir die einzige Möglichkeit sür den Frieden darin zn bestehen, daß die vier an der serbischen Frage nicht unmittelbar interessierten Mächte, nämlich Deutschland, Frankreich, Italien und Großbritannien, in St. Petersburg und Wien gleichzeitig und zusammen dahin wirken sollten, daß Österreich und Rußland die militärischen Operationen einstellen möchten, während sich die vier Mächte bemühen würden, eine Beilegung des Konfliktes »u erzielen. Nachdem ich gehört hatte, daß Osterreich-Ungarn die Beziehungen zn Serbien ab- gebrnchen hatte, machte ich folgenden Vorschlag: Ich wie» gestern nachmittag die britischen Botschafter in Poris, Berlin und Nom telegraphisch an, bei den Re gierungen, bei welchen sie beglaubigt sind, anzufrage», ob diele gewillt seien, ein Einvernehmen dahin zu tresfen, daß der französische, der deutsche und der italienische Botschafter in London mit mir zu einer Konferenz in London zusammentreten, um sich zn be mühen, Mittel zn einer Beilegung der gegenwärtigen Schwierigkeiten zu finden. Gleichzeitig beauftragte ich unsere Vertreter, jene Regierungen zu ersuchen, ihre Vertreter in Wien, St. Petersburg und Belgrad zu ermächtige», die dortigen Negierungen von der vorgeschlagenen Konferenz zn informieren und zu ersuchen, alle aktiven militärischen Operationen bis zur Beendigung der Konferenz einzustellen. Darauf habe ich noch nicht alle Antworten erhalten. Bei diesem Vorschläge ist natürlich die Zusammenarbeit der vier Mächte daS Wesentliche. In einer so schwierigen KrisiS werden die Bemühungen einer einzelnen Macht, den Frieden zu erhalten, unwirksam sein^ Ich bin der An sicht, daß dieser Vorschlag weuigstenS eine Grundlage bieten sollte, auf der eine freundschaftliche und unpar teiische Gruppe von Mächten, unter denen sich Mächte befinden, die bei Österreich-Ungarn und Rußland großes Vertrauen genießen, imstande jein sollte, eine Beilegung zu finden, die allgemein annehmbar sein würde. Es müßte jedem, der nachdenkt, klar sein, daß in dem Augen blicke, wo der Streit aufhört, ein solcher zwischen Öfter- reic!»Ungarn und Serbien zu sein, dies mit einer der größten Katastrophen enden könnte, die jemals den euro päischen Kontinent hcimgesuchl haben." Ans eine dies bezügliche Anfrage erklärte Grey noch, er sei überzeugt daß die deutsche Regierung einer BermittlungSidee zwischen Österreich - Ungarn und Rußland grundsätzlich günstig gcjiuut sei. London, 27. Juli. Frankreich hat der britischen Regierung sein vollkommenes Einverständnis mit dem Vorschläge Sir odward GreyS mitgeteilt. Nom, 27. Juli. Ter serbilche Gesandte erklärte einem Vertreter des „Eorriere d'Jtalia" gegenüber, daß noch nicht alle Hoffnung verloren sei, einen Konflikt zu vermeiden. Das Vorgehen der Mächte stelle sich aiS näherliegende Möglichkeit dar, und wenn alle einig seien, jo werde es zu einem Erfolge führen. Paris, 28. Juli. Ein Berichterstatter del „Echo de Paris" meldet: Mehrere Minister hätten ihn» erklärt, bis morgen werde sich die Lage in dem einen oder anderen Sinne entschieden haben. Augenblicklich ge statteten die von Bienvenu-Martin gemachten Mit teilungen, die Lage in einem etwas günstigeren Sinne zu sehen. Ter Sonderberichterstatter des „Matin" in Berlin meldet: Man srage sich hier, ob die russische Negierung wirklich wegen einer durch einige serbische Mörder hcrvorgcrnfenen Frage den Krieg wolle. Eine rassische Persönlichkeit in Berlin habe ihm erklärt, es wäre dies in der T^t eine wenig ruhmvolle Sache, um Rußland zu veranlassen, in den Krieg zn ziehen. St. Petersburg, 27. Juli. Uber den russischen Standpunkt erfährt das Reutersche Bureau, Rußland balle sich bereit, alles mögliche zu tun, nur zwischen Österreich-Ungarn und Serbien ein für beide gleichmäßig befriedigendes Einvernehmen zustande zn bringen. Zu diesem Zwecke habe es in Wien eine Verlängerung der von Österreich-Ungarn gegebenen Frist angeregt. Ferner werde cs durchaus bereit sein, diejenigen Punkte de: österreichisch-ungarischen Note zu unterstützen, die sich zu einer Prüfung eigneten nnd bezüglich deren von Serbien Genugtuung gegeben werden könnte. Die For derungen der Note schienen jedoch anzudeuten, daß sie etwas mehr als die Beilegung der ausstehenden öfter- reich.sch-serbischen Frage bezweckten. Rußland Hosse jedoch, daß auch jetzt noch Mittel gefnuden würden, um eine Beilegung des Zwistes zu erreichen. Die Haltung der Balkanstaa ten. Bukarest, 27. Juli. Gestern hat zwischen Griechen land nnd Rumänien ein MeinnngsanStausch statt- gesunden, zu dem Zwecke, das Gleichgewicht aus dem Balkan im Falle von Feindseligkeiten aufrechtznerhaktcn. Ter Patriotismus in der österreichisch ungarischeu Monarchie. Wien, 27. Juli. Ter Patriotismus der Monarchie gibt sich in opferwilliger Hilssbereitschaft aller Be völkerungsschichten, insbesondere in zahlreichen Spenden und Sammlungen sür die in» Felde stehenden Soldaten und die Familien der eingerücklen Reservisten, kund. Für diese nimmt das Kriegsministerium alle Gaben ent gegen. Tie Reichsorganifation der Hausfrauen Öster reichs erläßt einen Aufruf zu einer großen Frauen- Hilfsaktion, welche u. a. bezweckt: Die Schaffung von Hilfsfonds, sowie von Verdienstmöglichleiten für sub- jistenzlos gewordene Frauen von Reservisten und die Schaffung von Freitischen und Freimarken sür wichtige Lebensmittel. Die deutsche» Studenten in Prag be schlossen, eine Sammelstelle für das österreichische Rote Kreuz zn errichten. Tie böhmische Ärzteschaft wurde zur Organisierung einer ärztlichen Hilssaktion ausgefordert. Dec 62 Jahre alte Präsident des Herrenhauses, Fürst Windischgrätz, der Major der Landwehr ist, meldete sich, wie das „Neue Wiener Tageblatt" berichtet, beim Landesverleidigungsminister znm freiwilligen Truppen dienst in der Front. Auch das 54 Jahre alte Mitglied des Herrenhauses, Fürst Karl AuerSperg, entschloß sich, gieichzeitig mit seinem zur Truppe einberufeilen Sohne freiwillig einzurücken. Wien, 27. Juli. Die Firma Gebrüder Gutmann hat sür die Zwecke deS Roten Kreuzes 100000 Krone» gespendet. Auch andere große Spenden sind eingelausen. Die Wiener „Sonn- und MontagSzeitung" schreibt: „Tem glänzenden Schauspiele, daS di« Manisestation der Treue der verbündeten Staaten bietet, stellt sich ein anderes nicht minder glänzendes an die Seite: Die Manifestation der Treue aller Bölter deS Reiches für das Herrscherhaus und daS Vater land." DaS Blatt hebt weiter vor allem die Treue der österreichisch-ungarischen Serben und Kroaten hervor, die dadurch Zeugnis dafür oblegten, daß eS sich bei der Ab rechnung mit Serbien weder um einen Krieg gegen daS Slawentum, »och um einen solchen gegen die Orthodoxie handle, sondern um di« Sicherung der Ehre nnd der Lebeustnteressen der Monarchie, die anch in diesem ihr von der Not «ufgedrängten Krieg, der kein Eroberungs krieg sein werde, der friedlichste Staat Europas sei. In einem Artikel deS „Neuen Wiener Abendblatte heißt es: „Ille maßgebeude» Beurteiler stimmen darin überein, daß die Ssterreichtsch-nngarische Armee heute jeder, auch der größte», Leistung gewachsen ist. In diesem Btwußtjein können wir alle» Eventualitäten mit Zuversicht entgegensetzen. Air haben nicht nur volle- Vertrauen in nuseru deutschen Bundesgenossen, dessen Irene« festen Höndedruck wir mit männlichem Tanke erwidern. Wir haben nlcht nnr volles Vertraue» in di« Sympathie nnd Loyalität unseres italienischen Alliierten, deren an-drückliche Be- lnndnng durch deu Botschafter hier tiefe« Eindruck machte. Wir habe« vor allem volles Vertrauen in unsere eigene Fähigkeit, der Situation auch dann gewachsen zn sei», wen» sie sich komplizieren sollte, wofür jedoch irgendein ernstes Anzeichen nicht vorliegt." Kundgebungen für Serbien in Rußland. St. Petersburg, 28. Juli. Bei der gestrigen Ab reise serbischer Ojfiziere in die Heimat hatte sich eine große Menschenmenge am Bahnhofe angesammelt, die den Ossiziercu begeisterte Knudgebunge» darbrachte. Es erschollen Rnfe: „ES lebe Serbien!" „Nieder mit Öster reich!" Ein serbischer Osstzier hielt eine Ansprache, in der er sagte, er sei von dem freudigen Bewußtsein er- sültt, daß das erhabene Rußland feine jüngere Schwester in dieser schweren Zeit nicht ihrem Schicksale preisgeben werde. Unter den Klängen der Nationalhymne nnd Ziviorufen verließ der Zna den Bahnhof. Moskau, 23. Juli. Gestern abend nm 11 Uhr ver suchte eine Menge von 500 meist den gebildeten Volks schichten angehöreuder Personen in das österreichisch- ungarische Konsnlat einzndringen. Die Menge sang die Nationalhymne und ries: „Es lebe Serbien!" Dnrch daS Einschreiten der Polizei wurde der Versuch vereitelt. Kundgebungen in Paris. Paris, 28. Juli. Da gestern abend die Zahl der Leute, die aus den großen Boulevards eine Kundgebung veranstalteten, stark anwuchS, so wurde die Polizei durch republikanische Garden verstärkt. Gegen 11 1jhr waren die Manifestanten ziemlich zahlreich geworden; sie sangen die Internationale und sammelten sich bei der Porte St. TeniS. Polizeibeamte drängten sie nach der Place de la Rspubliqne zurück und nahmen zahlreiche Ver haftungen vor. ES wurden Absperrungen vorgenomme» und sehr strenge Weisungen zur Ausrechterhaltung der Ordnung erteilt. Der Durchgangsverkehr auf den Boule vards war fast zum Stillstand gekommen. Die CasöS nahmen ihre draußenstehende» Tische inS Lokal zurück. Die Lichtspieltheater schlossen ihre Pforten. Auf der Straße kam es zn Zusammenstöße» zwischen Mani- fcstante», die entgegengesetzte Anschauungen vertraten. Tie Polizei drängle die Manifestanle» kurz nach Mitter nacht nach der Place de la Rvpnblique zurück, von wo sic sich zerstreuten. Zahlreiche Verhaftungen wurde» vor- gcnommen. Tie Kuudgebunge» waren ziemlich ernster Natur gewesen, doch wurde niemand verletzt. Einige Polizeibeamtc wurden leicht verwundet. Z e i t u n g s st i m m e n. I» einem anscheinend inspirierten „Deutschland nnd Italien im Dreibünde" überschriebenen Leitartikel er innert die „Tribnna" das österreichische Volk daran, daß es jetzt an der Zeit zu sei» scheine, von der bisher in der Presse empfohlenen nnd bevorzugten ^Haltunl Italiens als Zuschauers abzuweichen und eine Politik tätiger Anleilnahme einzuschiagen, selbst auf die Gefahr hin, Opfer bringen zu müssen. Den gleichen Inhalt hat ein Aussatz deS „Äioruale d'Jtalia", betitelt „Eine historische Stunde." Der „Figaro" schreibt: „Wenn die militärische Aktion Oslerreich-UngaruS sich aus di« Besetzung von Belgrad beschränke» würde, die wohl ohne Blut vergießen erfolgen würde, dann wird noch nichts Unheilvolles ge schehe» sein und di« Verhandlungen werden fortdauern können. Wir hoffen sest darauf, daß dies der Fall fein ivird. Der Ehejredaktenr der „France militaire" be richtet, der Gehilfe t eS russischen KriegSministerS General Werander, habe ihm vor kurzem erklärt: „Wir bewahren an den Krieg in der Mandschurei nur die Erinnerung au eine harte Prüfung, die unS 10 000 Irm vom Vater- lande widerfahren ist. In der Armee sind keine andern Spure» zurückgeblieben, als die Fortschritte, die ivir infolge dieses Krieges verwirklicht haben. Heute sind wir ruhig!" Die „Times" halten Lie europäische Lage sür merklich weniger drohend als gestern, obwohl sie »och immer besorgniserregend und unsicher sei. Die feierliche Mahnung Sir Edward Greys, der in der ganzen Welt den Ruf eines kühlen und aufrichtigen StaalSmanneS genieße, habe in allen europäischen Hauptstädte» einen tiefen Eindruck gemacht. Zum Gelingen seines Planes sei die Mitwirkung aller vier Mächte durchaus wesentlich. DaS Blatt sagt, daß nach dem Berichte seine» Vertreters in St. Petersburg die Aussicht auf einen Ausgleich ver heißungsvoll erscheine, und daß Deutschland sicherlich auch aufrichtig sür deu Frieden wirke. Wenn dies der Fall sei, so sollte der Friede mit etwas mehr Anstrengnng gesichert sein. „Daily Chroniele" erblickt ein Zeichen sür eine hosfunngSvolle Entwicklung der Dinge in dem gestrigen MeinnngSaustansche zwischen Wien nnd St. Petersburg. Dies bestätige die Annahme deS Blattes, daß auf beiden Seiten der ernstliche Wunsch besteht, die Baji» für einen Frieden zu finden, der mit den vitalen Jnterrffen beider Nationen vereinbar sei. Kleine Nachrichten. Wie», 27. Juli. Die „Zeit" läßt sich aus Belgrad melden, daß Kapitän Dusan Petrowitsch, der Bräutigam vou Ludmilla v. Hartwig, der Tochter deS vtrstorbenen russische» Ge- sandten, den Kronprinzen Alexander mit einer Reitpeitsche insultiert habe. Wien, 27.Juli. Nach dem Abbruche der diplomatischen Beziehungen zwischen Österreich-Ungarn und Serbien hat die hiesige russische Botschaft den Schutz der Interessen der in der Monarchie lebenden serbischen Staatsangehörige» aberuommen. Budapest, 27. Juli. Rach einer Blättermeldung solle» zahl reiche KomtlatschtS nach Bosnien abgegangeu sein. Heute abend fanden vor der König-burg patriotische Kundgebungen statt. Zara, 27. Juki. I« der vorigen Rächt wurden «ms der Durchreise durch Zara an Bord eine» Dampfers der Retchs- rat-adgeordnete und Bürgermeister von Ragusa, Ltngrja, ei» Notar und «i« serbischer Pop« verhaftet und in da» hiesige Landgericht eingeliesert. Belgrad, 27. Juli. Der König, der gestern abeud hier «tntraf, ist nach kurzem Aufenthakte nach RidarSka-Banja zurückgekehrt.
