The Tribune's New York correspondent cables that the shareholders of the Standard Oil Company are planning the con struction of railways in Bolivia, which will open up extensive rubber districts. The outlay is estimated at seven million pounds sterling. Ihe Times correspondent in Tokio reports that the Japanese have decided to bridge the Yalu river at Yongampho. The Naval Court Martial assemWed for the trial of men concerned m the disturbance on the 4th instant in the Naval Barracks, today sentenced another stoker to six months imprisonment for refusing to obey orders. Buenos Ayres, November 27. The Leprosy Con ference assembled here has expressed the view that all cases of leprosy should be reported, and that every case should be properly treated; that, if ne cessary, compulsory measures should be taken to enforce those obligations. Manilla, November 27. Reuter reports that, of 24 prisoners who were inoculated, by way of ex periment, with cholera poison, 10 have died. The doctors who instituted the experiment say that the cholera poison was infected with bubonic plague matter. The Governor General has acquitted the doctors concerned from guilt and announced that he will take care that the families of the deceased prisoners are protected from want Copenhaym November 27. The former Custo- etian of the Rosenborg Museum, Steffensen, has been convicted of theft and fraud and sentenced to twoyearaimprisonment.
