The Kaiser at once went on board the “Standart”, attended by Prince Biilow, the Secretary of State Admiral v. Tirpitz, and other officers of the suite, and proceeded with the Czar to Swinemiinde roads, passing the first line of the German High Seas Fleet. The “Standart” made fast to her moorings about 11.45 a. m. Immediately afterwards, Prince Henry of Prussia and all the Captains of the German ships arrived on board the “Standart” where the Emperor William pre sented them to the Czar. At the close of the presentations the Czar, attended by the Russian Minister of Foreign Affairs, M. v. Iswolski and the officers of the Imperial Suite went on board the “Hohenzollern”, the ship’s band playing the Russian National Athem. Belfast, August 3. The strike of the coal-men is at an end; that of the waggon-dri vers is as good as settled, as only a few details remain to be ar ranged. The difficult police question is also practi cally over, as the discontented men have been trans ferred to distant stations. Paris, August 3. The Madrid newspapers ener getically oppose the sending of Spanish troops to Casablanca in which they perceive a demonstration which may entail serious consequences. Paris, August 3. A Minister stated to a re presentative of the Echo de Paris that Italy had given the French and Spanish Governments full power to settle the Casablanca affair so far as Italian subjects were concerned. The force about to embark, 3,000 strong, would be under the com mand of a General. In a week Casablanca would be occupied, and France and Spain were de termined to keep their forces there until the bands shall have been rendered harmless; but all un necessary bloodshed would be avoided. A bombardment was not contemplated. The signatory Powers of the Acte of Algeciras would be informed of the measures agreed upon. Tangier, August 3. The Maghzen has contended itself with sending to Casablanca two agents with several hundred francs for the troops but without full powers. This measure is here looked upon as an insult. According to reports from Tetuan, the mountain tribes attacked the Mahalla of Bukta ben Bagdadi, which is advancing against Raisuli, during the night. Bagdadi is said to have had his leg shattered. Several Kaids and many soldiers were killed. Re inforcements have been despatched. Hamburg, August 3. The Hamburg - America line reports: According to cable-messages received from Mascal the S. S. “Teutonia”, homeward bound from the Persian Gulf, ran ashore on the Arabian coast. The ship is probably a total loss. Exact news of the fate of the crew is wanting. The captain and part of the crew arrived in Mascal. Another portion of the crew is supposed to have landed on Madeira. Kiel, August 3.
