The extremist leader, Mr. Bepin Chandra Pal, was yesterday sentenced to six months' rigorous imprisonment, for refusing to give evidence in the case in which the native journal Bande Mataram was charged with sedition. A great crowd which had assembled in the vicinity of the police - court to hear the sentence, shouted Bande Mataram, refused to disperse, and resisted the police. Amid great confusion and dis order the prisoner w T as removed to gaol. Calcutta, September 12. The accused while on bail held inflammatory public meetings. Affairs in Eastern Bengal have not improved. Many Europeans have been severely assaulted. One died. This crime was witnessed by hundreds, but the police could get no evidence. The Englishman declares a Special Crimes Act a necessity. THE LOYALTY OF THE SEPOYS. Calcutta, September 12. The Englishman asserts that the true reason why Lajpat Rai was deported was that the native officers informed their colonels that the loyalty of the troops would be doubtful, if he were allowed to continue his speeches, and if the Punjaub Land Colonies’ Bill were not vetoed. The Government, adds the Englishman, was unwilling to veto the Bill, but Lord Kitchener insisted on its being done. THE VANCOUVER RIOTS. BARON ISHII ON THE SITUATION. Victoria (B.C.), September 11, 8 p.m. Baron Ishii, the Japanese Immigration Com missioner, left today for Ottawa. Interviewed before his departure, the Baron said, “I have received telegrams from our Government, from which I infer that Japan will not make an international incident of the recent riots. The relations between Great Britain and Japan are very close, and not to be disturbed by such an incident. The Japanese Government will demand the pay ment of damages to individual Japanese, but you will not hear from the Government officially. I look for no further rioting. The situation is well in hand, and our people have no fear.” Senator Bingham, of Oregon, who is staying here, declares that there is no disguising the fact that there is a common underlying feeling on the Pacific Coast on the question of Oriental immigration. When the Orientals begin to crowd out the white man, he said, the real trouble would commence. He intimated his belief that the United States and Canada would eventually have to pursue a common policy in the matter. ARRIVAL OF 1,175 ORIENTALS. Victoria (B.C.), September 12. The S. S. “Monteagle” passed up the river today. She has in all 1,175 Hindoos and Japanese im migrants on board. Quiet prevails in Vancouver, and further trouble is regarded as improbable. It is stated that there is no work for the Hindoos, nor is there any means of sanitarily housing them. '• 8 ||THE|PLAGUE3IN^SAN FRANCISCO.^ _ —It was reported from San Francisco on Friday that a prominent Chinaman and a Greek workman had died in the city of plague. The total number of plague cases since the 27 th of May was 24, of which 13 had proved fatal. A EUROPEAN -COMMISSION. _ It is announced from Washington that the de parture of the Commission appointed to study export prices abroad has been fixed for the 17 th instant. The Commission will embark on board the express steamer “Kronprinzessin Cecilie”, and will go first to Paris and Vienna, arriving at Berlin according to the official programme of the journey, on the 15 th of October. PLEAS FOR THE GUILLOTINE. Paris, September 13. The sentence of death passed on the murderer Soleiiland has been commuted into life-long de portation. Numberless petitions had been sent in for the execution of this man, but without avail. According to the Evening Standard these show a curious aspect of French life and character. Soleiiland is an atrocious murderer, and it may be the logic of the Latin races, of which we hear so much, which expresses itself in these demands for the last re prisals of justice. At the same time, they suggest that the ferocity which produced the sanguinary scenes of the French Revolution is not dead in the French character. Ferocity, however, is often pro voked by fear. So it is, to some extent, in the present case. The depredations of the Apaches, not only in Paris but in other of the great French cities, may have been exaggerated. The fact re mains that they, or the reports of them, have pro duced a reign of terror. Stern lessons are thought to be necessary for the ruffian and the murderer. Reichs Strasse 2.
