THE DAILY RECORD, TUESDAY, OCTOBER 29, 1907. of my loyal subjects, inspired and guided by you and your County Associations. Your duties will not be confined to raising in your counties the forces which the military authorities may require of you under the scheme which will hereafter be communicated to your associations. You will be required to hand over the forces to the military authorities in a fit condition to take the field, whether for training or for war. It will also rest with you to provide and maintain rifle ranges, drill halls, and such accommodation as is necessary for the safe custody of arms and equipment. Funds will be placed at your disposal by the Army Council for this and similar purposes. I look to you, my lords and gentlemen, through the instrumentality of your associations, to protect the interests of the Reservists and old soldiers who have worthily served their country in all parts of the world, and I ask you to enlist the sympathies of the owners and cultivators of the soil to facilitate the provision of areas for the training of my troops. My lords and gentlemen, the important duties and responsi bilities which were formerly yours are being re stored to you, and when you return hence to under take this great and honourable task, I look to you to foster and direct by your precept and example the spirit of patriotic and voluntary effort which has for so long distinguished my loyal subjects. I hope that you will call to your aid all men who have at heart the interests of their country, and with a generous emulation will stimulate the efforts which you will make in your several counties. I have called you here today in order to express to you my confidence that you will employ your best endeavours to carry out the work with which you are entrusted. I have faith that the unitied efforts of my people will enable you to achieve success” (applause). The Duke of Norfolk, at the close of His Majesty’s speech, promised on behalf of those present to carry out the scheme to the best of their ability. The assembled company, numbering nearly one hundred, then proceeded to the State dining-room, where luncheon was served, His Majesty and the members of his suite sitting down with the guests. Among the Lords Lieutenant who attracted par ticular attention on their way to the Palace were the Dukes of Norfolk, Portland, and Fife, Lord Rothschild, Lord Elibank (accompanied by the Master of Elibank), Earl Spencer, Lord Lansdowne, Earl Clarendon, and the Earl of Warwick. THE KAISER’S YISIT TO HOLLAND. Af serious accident occurred at West Hampstead Station on the Metropolitan Railway shortly before eight o’clock Saturday morning. An electric train was standing in the station when a second train, com ing from Finchley-road, crashed into the rear. The back part of the first train was completely telescoped. New York, October 26. Yesterday’s feeling of hopefulness, that the situa tion was gradually clearing, did not diminish in the evening, and prominent financial men worn out by the ceaseless exertions of the past few days retired early, and no statements were issued. All the morning papers display bold head-lines such as “Stocks Up”, “Runs Withstood”, “Money Centre Quiets Down”, “Bankers Calm”, “Skv Clearing”. The World prints extracts translated into various languages from statements by Messrs. THE SYMPATHY OF OTHER STATES. Rome, October 27. The Imperial Chancellor Prince Biilow has sent a telegraphic message to the Minister of Foreign Affairs, Signor Tittoni, expressing his hearty sym pathy in the sad calamity which has occurred in Calabria. The Austrian Ambassador paid a visit to Signor Tittoni and conveyed to him the sym pathy of the Austro-Hungarian Government. The Commander-in-Chief of thejBritish Mediterranean Fleet has offered, through the British Embassy at Rome, to send a ship to give assistance. The Swedish, Greek, and Argentine Governments have also demonstrated their sympathy. President Roosevelt has addressed a letter to the Secretary of the Treasury, Mr. Cortelyou, convey ing his congratulations on the admirable measures taken by the Secretary to combat the financial crisis. St. Petersburg, October 27. The elections of the members for the new Duma of 53 provinces, which have in all 330 members to elect, began today. So far 47 members have been elected: 16 belonging to the Monarchical par ties of the Right, 18 Octobrists, 4 cadets, 1 member of the society of peaceful renewal, 3 social demo crats and 5 of the extreme Left. 12 of the members belonged to the first Duma, amongst them the bishop Eulogius of Cholmsk and the secretary of the second Duma M. THE SUPPLY OF CASH SCARCE. New York, October 27. It is rumoured that on the 30th inst. a further gold shipment of 1,500,000 dollars will be made from London. The British Embassy at Washington has received instructions to make investigations as to the seizure at Norfolk, Virginia, of a cargo of tobacco con signed to England. THE OFFICIAL DATE FOR THE SAILING OF THE FLEET FOR THE PACIFIC. President Roosevelt has officially announced that the fleet of warships will sail from Hampton Roads for the Pacific on December 26. Mr. Secretary Root has stated, after a lengthy conference with the Japanese Ambassador, that there was no reason why the Fleet should not cruise to the Pacific, as far as American-Japanese relations went. It is further reported from the district affected by the earthquake, that the villages Pioppo, Chiesa, and Zoparto are entirely in ruins. Half of Branca- leone, a few houses in Bovelino, the tower and several of the public buildings in Gerace, and the tower of Portigliola have collapsed. Two people were hurt by a stone which fell in the street. In Bianconovo two people were killed and 24 injured, 8 of these seriously. Injuries are also reported from a number of other places. Rome, October 26. Traffic in the district affected by the earthquake is rendered very difficult by the torrential rain that has fallen. Minister Lacava and Cardinal Portanova, who wished to go to Ferruzzano could not reach their destination owing to the storm and the inundations. The train in which the Minister was travelling was kept waiting 7 hours. The rescue operations in Branealeone are being directed by General Alijerindi. MOROCCAN AFFAIRS. London, October 26. It is reported from Tangier that the Banque de Paris et des Pays-Bas in conjunction with other banks has loaned the Sultan the sum of 60,000 pounds sterling. The fact will be communicated to the Maghzen today. Casablanca, October 26. Moorish horsemen are seen in great numbers on the surrounding heights. The Arabians have stopped returning to the town. The presence of the Moors indicates that Mulay Reschid’s Mahalla has not left the neighbourhood. The authorities doubt the report that a French cruiser bombarded Mogador. Tangier, October 27. Mulai Hafid, who learned that Sultan Abdul Asiz had sent soldiers to Mogador, ordered rein forcements for his Mahalla, which is on its way to Mogador under the command of Mulai Zaafer. He nominated Kaid Sabib Bacha governor of Mogador and sent him also thither. Mulai Hafid sent 4,000 Louisdors to Bend Bid, the commander of the Sultan Abdul Asiz’ troops in Mogador, to persuade him to join his Mahalla and allow it to enter Mogador.
