The following official statement was issued by the Admiralty on Thursday:— “The Secretary of the Admiralty regrets having to communicate that Messrs. Farrar, Groves, and Comany’s steamer “Eddystone,” bound for Hull, was in collision with Submarine ‘C 11’ at 11.45 last night, 4£ miles N.W. of Haisborough Light, off Cromer, and the submarine sank in consequence. SAVED. “The following of the crew of the submarine were saved :— Lieut. Charles G. Brodie. Lieut. Geoffrey R. S. Watkins. Stripes, able seaman. MISSING. “The following are missing, and it is feared they have been drowned: — Albert J. Winstanley, petty officer, first class, No. 203,635. Tiros. Kissick, stoker, petty officer, No. 282,423. Harold R. R. Pym, engine-room artificer, second class, No. 269,938. Ernest Taylor, engine-room artificer, third class, No. 271,211. George Robertson, A.B., No. 223,206. Henry W. The battle ships ‘Victorious’ and Caesar’ and the cruiser ‘Bona- venture,’ with tugs and other vessels and salvage appliances, are now at the scene of the wreck. “The Equerry in Waiting has communicated the following gracious message from His Majesty the King:— “ ‘The King commands me to acknowledge the receipt of your telegram of today’s date, inform ing His Majesty of the sinking of Submarine “C 11” and the terrible loss of life. His Majesty commands me to say how greatly distressed he feels at this disaster, and wishes you to express his sincere sympathy to the relatives of the petty officers and men who have lost their lives.’ “The following message has also been received from the Equerry-in-Waiting to His Royal High ness the Prince of Wales :— “ ‘It is with the deepest regret that the Prince of Wales has learned of the terrible disaster to Submarine ‘C 11,’ in which 13 lives were lost. Reuter reports that King Edward will leave Eng land for Marienbad after the Cowes Regatta week, about August 13. THE HOUSE OF LORDS AND THE BUDGET. London, July 17. At a meeting of Conservatives held yesterday the Marquis of Lansdowne spoke on the contention set 9P by the Liberal party, that the House of Lords has no power to alter the form of the Budget. Lord Lansdowne said it was inconceivable in a coun try with two legislative Chambers that it should be left entirely to one of them to impose enormous burdens on the nation by iniquitous taxation, and to introduce a new system of taxation which aimed at upsetting the existing order of society. THE PRESIDENT AND CONGRESS. IV ashington, July 1.7. An official notification by President Taft that he considers a reduction of the Customs rates absolutely necessary has created a great sensation among the Senators and the members of the House of Repre sentatives. Both Houses are convinced that the whole influence of the President will be brought to bear on the ultimate form of the Tariff Bill. THE PANAMA CANAL. Washington, July 16. At a conference held yesterday at the White House between President Taft, Senator Aldrich, and Mr. Payne, a member of the House of Representatives, it was resolved to insert in the Tariff Bill a clause authorising the Secretary of the Treasury to issue Treasury bonds to the amount of 397,000,000 doll, to cover the whole cost of the Panama Canal. The state of finances renders this measure necessary. Washington, July 16. At a meeting of the Cabinet today the subject of t he issue of Panama Canal bonds was discussed. It was resolved that the rate of interest shall be 3"» and the term 50 years; and that the whole amount shall not be issued at once. It is even hoped that a rapid change in the revenue condi tions may altogether obviate the necessity of the issue. SERIOUS STRIKE DISTURBANCES AT PITTSBURG. Pittsburg, July 16. In the disturbances that took place yesterday in connection with the strike, 6 people were killed and 250 injured. The encounters between the police and the strikers continue. A criminal information has been laid against Mrs. Chesbrough for attempting to smuggle a pearl neck lace valued at 20,000 dollars into the U.S. THE CRISIS IN PERSIA. Cologne, July 16. The Kolnische Zritung publishes a telegram from Teheran, dated 5 p.m. today, as follows: “Colonel Liakoff drove to the Medjlis this afternoon for the final negotiations. Peace is concluded. The Persian Cossack brigade will be retained. A new Govern ment will be formed, in which Sipahdar will be Minister of War. He will at the same time be Prefect of Teheran. In his new capacity of Minister of War, he gave his first order to Colonel Liakoff to restore order in the capital. The Shah has ab dicated, and a Regent will probably be appointed for the Crown Prince Achmet Mirza. The inhabi tants are making joyful demonstrations.” Teheran, July 16. Reuter reports that the first dragomans of the British and Russian Embassies went this morning to the Parliament and asked Sipahdar and Sar as- Sad to inform them what treatment would be ac corded to the Cossack brigade. The Nationalist leaders replied that the brigade would retain their arms under the command of Colonel Liakoff, who would be directly responsible to the Minister of War. It was intended to unite the .Cossacks with the Nationalist troops, to maintain order in the capital and disarm the populace who kept up the firing. Teheran, July 16. When the Shah took refuge in the Russian Embassy he was accompanied by his wife and the Heir to the Throne. The Shah sent a telegram to the Tsar of Russia, informing his Imperial Majesty that he placed himself under his protection. Teheran, July 16. Reuter reports further that a National Assembly, consisting of the leading members of Parliament, many notables, and the Nationalist and military leaders, met today at the Parliament building and, in the presence of a great crowd, proclaimed the Crown Prince Shah, Azad el Mulk Regent, and Sipahdar Minister of War and Governor of Teheran. A ROYAL DECREE. Madrid, July 17. The Gazeta de Madrid publishes a decree depriv ing the Infante Alfonso of Spain of the title of Infante, because his marriage with the Princess Beatrice of Saxe-Coburg-Gotha took place without the King’s consent. THE EARTHQUAKE IN GREECE. Athens, July 16. Some of the fearful results of the earthquake' in the province of Elis are now known. In the village of Havari 400 houses collapsed, about 30 people were killed and many injured. The neighbouring villages also suffered severely. In Amalias all the houses were rendered uninhabitable In Pouhiotj volcanic eruptions happened. The earthquake was felt also in Patras, Pyrgos, Kalamae, Tripoli's, and Mesolongion; and in ten other places people wer : killed and injured.
