Their Majesties King Edward and Queen Alexandra drove today in semi-state to the City to open the new “Old Bailey” Criminal Court. Their Majesties were received at Temple Bar by the Lord Mayor, who, in accordance with ancient custom, presented the City sword to the King. The Lord Mayor then took his place at the head of the Royal pro cession. The King declared the new Criminal Court open, in the presence of a brilliant as semblage which included the Archbishop of Canter bury, the Bishop of London, the Lord Chief Justice and all the other judges. ’ THE FIGHTING IN CENTRAL AMERICA. _ u Frankfort o. M., February 27. The Frankfurter Zeitung learns from New York that in the battle which preceeded the taking of San Marcos by the Nicaraguan troops General Inarea himself with 100 of the Honduras troops was taken prisoner. CYCLONE IN THE ARGENTINE. Buenos Ayres, February 27. The Minister of the Interior has received a tele gram from Rafaela, in the province of Santa Fe announcing that the hospital, the church, the school of the Merciful sisters, and most of the houses in the town have been destroyed by a cyclone; the number of victims is unknown. THE WRECK OF THE “BERLIN.” Hook of Holland, February 27 The sunken half of the “Berlin” was inspected by divers today. Several corpses and various articles of value were found. The divers will again descend tomorrow, to discover if it is possible to salve the cargo; if not, the ship will be blown up NEWS FROM FRANCE. THE HOUSE OF COMMONS. London, February 27. Sir H. Campbell-Bannerman announced today that the Government proposals with reference to Ireland would not be introduced into the House before Easter. In the resumed discussion on the Army estimates Mr. Haldane’s proposals were, as a whole, favour ably received, although details of the scheme were criticised. By 198 votes to 90 the House today passed a resolution recommending the disestablishment and disendowment of the Church of England. Mr. Birrell, Chief Secretary for Ireland, supported the resolution, but said that the Government could take no responsibility in the matter as its hands were already full enough. THE BRIGG ELECTION. London, February 27. .he result of the bye-election in the Brigg division of Lincolnshire was declared today. Sir Berkeley Sheffield, the Conservative candidate, received 5,389 votes and won the seat. This re presents a Conservative gain, the Liberal majority at the general election having been 1,726. A Radical has sat for this constituency for the past seven years. HONOUR FOR PRINCE HENRY OF THE NETHERLANDS. m London, February 27. me Prime Minister read aloud in the House of Commons on Tuesday evening a telegram of thanks jent by the Government to Prince Henry of the Netherlands for his gallant conduct in aiding in ne rescue of the survivors of the “Berlin” disaster. 1 he Prime Minister also informed the House that «. THE WAR AGAINST THE CHURCH. ^ Paris, February 27. This afternoon, in the building of the former Nuntiature, the papers of the archives of the Nuntiature were taken from the box, which was sealed by the French police, in the presence of M. Gavarry, accredited representative of the French Ministry of the Exterior and of the representative of the Austro-Hungarian Embassy, Count Nimes and without any verification were packed in boxes and sealed with the seals of the French Ministry of the Exterior and the Austro-Hungarian Em bassy ; after the signing of a protocol as to the proceedings taken in veyed to the Austro-Hungarian Embassy. The Embassy will at once hand the boxes to the Ad vocate, M. Boyes de Bouillane, representative of Mgr. Montagnini; he will send them either direct to the Vatican or to the papal Nuntiature in Brussels. The journals announce that M. Briand this after noon discussed with M. de Selves, the Prefect of the Seine, the negotiations with the Archiepiscopal Chancery in the matter of the church lease con tracts. The enquiring magistrate, M. Ducasse, has ordered that the legal proceedings against the priest of the churches of St. Pierre and St. Rodin shall be dropped; on the other hand, Abbe Jouin, priest of the churchy of St. Augustin, is to be prosecuted under the Separation Law for an appeal published in his church paper in which mention is made of “armed grief”. . The proceedings will probably commence in the middle of March. The Montagnini affair will be dealt with separ ately, but may be referred to the criminal court, though it is certain that Mgr. Montagnini himself will not appear. The journal La Croix publishes the following statement: “The Archiepiscopal Chancery has received no kind of communication from the Government and does not expect one. The breach of the negotiations is a fait accompli. The Govern ment is to add yet another monstrosity to its con duct by publishing documents contained among the papers confiscated in the former Nuntiature.” The evening journal, the Messidor, reports that various documents which were confiscated in Mgr. Montagnini’s house have been handed to the counsel for the defence of the three priests accused of in citing to violence. Among them are letters from Cardinal Merry du Val to Mgr. Montagnini, and the latter’s replies. The Messidor gives extracts from these documents, as for instance, a letter in which Cardinal Merry du Val wishes Mgr. Montagnini success in the agitation aroused against the taking of the church inventories, an agitation entirely in correspondence with the papal views and policy. In another letter the Cardinal approves the pro posal of M. Jacques Pion, head of the Voters Union Action liberate, to put up candidates in all districts, but suggests that these candidates must everywhere describe themselves as Republicans. From further letters it appears that Cardinal Merry du Val was against the appointment of Mgr Anette as coadjutor to Archbishop Richard, because he was too liberal. The Cardinal also disapproved of the appointment of the Rector of the Parisian Catholic Institute, Mgr. Vechinar, to a bishopric on the ground that he was too orthodox. ' NEWS FROM RUSSIA. Fe j ® c ^ oc ^ l ast evening the conductor of the Grand Ducal train met, at the entrance to the Imperial waiting room, a man who placed a box containing a bomb on the rails. The man was followed, but escaped in a sleigh which drove rapidiy away. At 8 o’clock the Grand Duke Nikolai Nikolajevitch, Chief of the St. Petersburg military district, was expected from Zarskoje Selo A careful inspection of that section of railway has been ordered. J The bomb was cylindrical in shape, is about 22 centimetres long and 13 broad, and contained 3 lbs. of dynamite and 28 exploding caps; its ex plosive force was sufficient to have blown the whole tram to atoms. Former employes of the railway are suspected of complicity in the at tempted outrage. The train was shunted on to another line. FIGHTING NEAR CHARBIN. Charbin, February 27. at u * place today about 30 versts to the North of Charbin between a patrol of Amur Cos sacks and Chunchuses, in which 20 of the latter were killed. The leader of the Cossacks was slightly wounded. 6 J In the Ninguta district a collision occured be tween a cavalry patrol and 88 Chunchuses, the latter retired into the woods. In the Halantsching district fighting began qesterday between Amur Cossacks and Chunchuses, and still continues. At the request of the Cossack commander reinforce ments have been sent thither. It is announced officially that the Chinese Govern ment is sending 4,000 men from General Ma’s troops through Mongolia to the Zezikhar district. THE SIEGE OF PORT ARTHUR. London, February 27. I he standard today publishes an extract 7 co lumns long from the secret report sent to the Czar by General Smirnoff, Commander of Port Arthur during the siege from February to December 1904. This document, on which was based the attack which led to an enquiry into the conduct of Generals Stossel and Fock as well as of Colonel Reiss, gives- an extremely clear account of the course of the siege. General Smirnoff makes a violent attack on General Stossel, accusing him of cowardice, in competence, favouritism, and indecision, which led to the surrender of the fortress before the resources for its defence were exhausted. FIFTY YEARS WITH THE N. D. L. The Nord Deutscher Lloyd Co. has recently been celebrating its jubilee and on the 25th of this month Herr Director Bremermann also was able to look back on fifty years spent in the service of the company, having been for 29 years manager of the victualling Department.
