The gold casket in which the address of welcome is to be presented to His Majesty the German Emperor on the occasion of his visit to the Guild hall on the 13 th of November is ornamented with costly precious stones. The front bears the Emperor’s coat of arms in diamonds and emeralds. Views of the Guildhall and the Mansion House, and four chased figures representing Sculpture, Music, Painting, and Literature, are disposed round and on the casket, which also bears the arms of the City of London. On the lid are inscribed the monograms of the Emperor and Empress, and the word “Welcome!”. The City Corporation has ap propriated £1,300 for the reception at the Guild hall. THE ENGLISH RAILWAY CRISIS. THE LABOUR UNIONS’ PLANS. The following circular has been issued:—“In the event of the reply of the railway directors to the application of the railway servants being in the negative, the Trades Union Parliamentary Com mittee, the Labour party, and the General Federa tion of Trades Unions will meet in joint conference, to consider what action in necessary.—Signed, “W. C. Steadman (Secretary of the Parliamentary Com mittee of the Trades Union Congress). “J. Ramsay Macdonald (Secretary of the Labour party). “Allen Gee (Acting on behalf of the General Federation).” MR. BELL SUPPORTED BY TRADE UNIONISTS. In an interview with a London News Agency re presentative, Mr. W. C. Steadman, M. P. (Secretary to the Parliamentary Committee), who was one of the signatories to the communication to the Press, given above, said that their principal object in making their intentions known at this juncture, be fore the railway companies met, was to make it evident to the companies that Mr. Bell was being supported by the whole of the Trade Unionists of the country. “I may say,” Mr. Steadman added, “that our committee alone represents 1,700,000, and the general federation has a very large member ship, while we have the support of the whole Labour Party in the House of Commons. I sup pose we should first call a conference of the various committees, who would have full power to act in conjunction.” In the event of a strike, Mr. Stead man said, the A. S. R. S. would have the financial support of English Trade Unionism generally. THE NEW ADMIRALTY PIER. London, October 12. The Tribune says that the Admiralty have given orders for the construction of new works for the fortification of the Admiralty Pier at Dover, which will cost £10,000,000. THE UNREST IN INDIA. GOVERNMENT MEASURES. Simla, October 11. In consequence of recent events, the Government is taking steps to prevent disorderly assemblies. The Provincial authorities are to be empowered to prohibit public meetings except with written per mission. Infringements of the regulation are to be punishable with fine and imprisonment. AMERICAN NEWS. ORIENTAL IMMIGRATION. SPEECH BY MR. RUDYARD KIPLING. Victoria, October 9. Mr. Rudyard Kipling was the guest of the Canadian Club at a luncheon given today, and afterwards delivered an address to 600 representa tive townspeople. Mr. Kipling said he had been received every where in Canada with the greatest kindness, and was filled with regret at the thought of the thousands in England who could not enjoy the great heritage which the Dominion offered them.
