After the state banquet at Windsor Castle on Monday evening a reception was held, in which Sir Henry Campbell-Bannerman and Sir Edward Grey took part. Sir Frank Lascelles and Graf Wolff Metternich were staying at the Castle until yesterday. The courtyard around which the royal apartments are situated presents a most animated appearance. The Imperial guests viewed from their windows the guard mounting. Shortly before 11 o’clock on Tuesday morning, King Edward, the Emperor and the Duke of Connaught motored to the Flemish Farm in the woods of Windsor for a pheasant shoot, and were met by the Prince of Wales and Prince Arthur of Connaught. The fog had quite disappeared and the brilliant sunshine upon the autumn tints in the woods made a most enchanting scene. The party later proceeded to Cranborne Tower for breakfast, at which were present the Empress, Queen Alexandra and other royal ladies. At the conclusion of the meal the ladies returned to Windsor, while their Majesties the King and the Emperor continued to shoot until dusk set in. During the morning Dr. Ilberg, in Company with Sir Felix Semon, one of the Physicians Extraordinary to the King, inspected the Royal Sanatorium at Frogmore. - At the state banquet on Tuesday evening 190 covers were laid. The King in the course of his speech expressed his joy at the presence of their Majesties the Emperor and Empress. “As long as I live it will be impossible for me to forget the comfort and sympathy extended to me by your Majesty in the hour of bereavement when the great and beloved Queen Victoria passed away” said King Edward. “Your Majesties may be assured that your presence in England will always be an occasion for great rejoicing on the part of the Queen and myself, and the whole nation. I have the highest hopes for the continued expansion of the great nation over which Your Majesty rules, and for the maintenance of peace. I drink to the health of His Majesty the Emperor and Her Majesty the Empress, and ask to be once more permitted to express my feelings of felicity at your presence here as our guests.” In his re ply, the Emperor laid stress upon his recollections of Windsor which were entwined with the memory of his noble grandmother and of his dear mother. It was impossible that such remembrances could ever be effaced from his mind. “The pleasure of these recollections,” continued the Emperor, “is heightened by the magnificent reception Your Majesties have accorded the Empress and me on this present occasion. It is also, my most earnest desire that the close relationship existing between our two families may be reflected by our respec tive peoples and in that way the peace of the world, which Your Majesty arid I are continually striving to maintain, will be assured. On behalf of the Empress and myself I thank Your Majesty for your gracious words. I raise my glass and drink to the health of Your Majesty, the Queen, and all the Royal Family.” At a meeting held on Tuesday evening the London County Council decided to present an address to the Emperor upon the occasion of his visit to the city. FESTIVITIES AT PORTSMOUTH. The senior officers of the German squadron dined with the Director of the Dockyard on Tuesday evening. 20 junior officers were entertained at the Naval Casino and a similar number of petty and warrant officers were the guests at Whale Island Gunnery School. At the Portsmouth naval barracks 250 German and English sailors sat down to dinner and the greatest good-feeling prevailed. In addition to those already conferred the Emperor has bestowed the following orders: On Earl Beauchamp, Viscount Althorp, Sir Dighton Probyn, Lord Knollys, Earl Granard and Admiral Lambton, the order of the Red Eagle, first class; on Lord Acton and Sir Henry Ewart the Crown order of the first class; on Colonel Legge, the Star of the Red Eagle, second class ; Sir Douglas Dawson and Sir Charles Frederick the order of the Red Eagle second class with oak leaves; Colonel de Lisle, Major Ponsonby and the Hon. Sydney Greville, the order of the Red Eagle second class. Early next week H. M. the Empress of Germany will leave on the “Hohenzollern” for Holland, and State Secretary v. Shon departs on Monday for Bprlin PRESS OPINIONS. The Daily Telegraph in an article yesterday remarked: “The Kaiser has found at Windsor the hearty familiar tone that is the key-note of his visit, and no discord has been heard at home or abroad. The visit has its origin in no diplomatic manoeuvre or Machiavellian combination. The Kaiser is glad to be among us and we are glad that he is here. Our Imperial guest, when he set foot on British soil experienced a feeling as if he was coming home, whereat we rejoice exceedingly. Whenever he pleases in future to be the guest of our nation he will find a no less hearty welcome. All recent signs indicate that by the co-operation of Sovereigns and Governments the world will enter upon a long period of peaceful development.” The Daily Neivs in its issue of yesterday said: “We want neither a treaty nor an entente with Germany, but simply a favourable mental atmo sphere. Herr v. Shon spoke very hearty words when he called for a revival in future of the old time with its cordial relations between the two countries. In such a wish there lies its own fulfil ment when, as is now the case, the will exists on both sides.” It is announced that the Kaiser, on the conclusion of his visit at Windsor Castle, will go to Highcliff Castle in Hampshire. His Majesty’s stay there will be strictly private, as he wishes to have a fortf night’s complete rest. THEIR MAJESTIES IN THE CITY. The Kaiser and Kaiserin left Windsor Castle at 11.45 yesterday morning in an open landau es corted by Life Guards, and were loudly cheered by the people who lined the route to the station, where the Kaiser inspected the guard of honour while the band played the German National Hymn. The Prince and Princess of Wales, the Duke arid Duchess of Connaught, and Prince Arthur and Princess Patricia of Connaught accompanied their Majesties in the train. Paddington was reached at 11.45. Again the Kaiser inspected the guard of honour mounted there, and then received the Mayor of Paddington who presented an address of welcome, to which His Majesty replied as follows: “We thank you for your extremely kind reception. We are glad to be in London again”. At 12.30 p. m. the Emperor and Empress Entered the Guildhall, having been greeted with continuous cheering as they drove through the streets.
