The War Minister, Mr. Haldane, in a speech de livered at Hanley on Monday, drew attention to the ever-growing population of Germany and the United States, and said that a time might come when England could not depend solely upon her fleets, but would have to also rely upon the land forces. GERMAN STEAMER SUNK. On Monday the fishing-boat “Rinto” arrived at Grimsby, having on board the captain and 26 men of the crew of the German steamer “Klara Blumen- feld,” from Hamburg, which had encountered a storm on Sunday. In consequence of the violent weather the cargo shifted, and the steamer began to settle down. The crew took to the boats and were picked up by the “Rinto” an hour later. The fishing-boat stood by until the German steamer foundered. AMERICAN NEWS. DEPARTURE OF ATLANTIC FLEET. The Atlantic Fleet left Norfolk, Va., on Monday, at the commencement of its long voyage to the Pacific. The review by President Roosevelt was most imposing and lasted Until mid-day. The long lines of warships, decked out with flags and bunt ing, presented a very picturesque scene. ANOTHER MINE DISASTER. It is reported from Birmingham, Ala., that an explosion in a mine at Jolande has resulted in the entombment of 75 men. Thirty-five bodies have been recovered from the ruins. CHILIAN FINANCIAL CRISIS. The economic situation in Santiago de Chile has greatly improved, according to a telegram of yester day. The public are now quiet and have ceased to withdraw their deposits from the banks. The banks will, if ?ieoer»sary, be supported by the Government. PRINCE HENRY IN SWEDEN. Prince Henry of Prussia embarked on board the cruiser “Konigsberg” at Kiel yesterday morning, to go to Malmo, from whence he travels by rail to Stockholm, in order to act as the German Emperor’s representative at the funeral of the late King Oscar. HONOURS FOR AUSTRIAN DELEGATES. The Vienna Fremdenblatt states that the Emperor has conferred distinctive orders upon the Austro- Hungarian delegates] who participated in the second Hague Peace Conference. LIVELY SCENES IN THE AUSTRIAN PARLIAMENT. DRESDEN Extraordinary scenes occurred in the Lower House at Vienna on Monday last, originating in the demand by the Ruthenian party for an immediate discussion of the recent events at Limberg. The President did not concede this demand but allowed the Christian Socialist Fink to speak, whereupon the Ruthenians began to whistle and drum on their desks. Eventually the Deputy Baczynski broke off a portion of his desk and threw the fragment in the direction of the Presidential chair, where just at that moment Deputy Benkovic was passing. The missile struck him on the head. Deputy Fink dis continued his speech at this juncture and several members advanced against the Ruthenian benches, where a lively scuffle ensued. The President suspended the sitting and left the Chamber, but the tumult continued for about half an hour. The President then reappeared, expressing his profound regret that such a disgraceful scene should have been possible in the first parliament elected on the principles of universal suffrage. He hoped that this would be the first and last disturbance. He further informed the Chamber that the leader of the Ruthenian Club, Romanczuk, had come to him and voiced his keen regret at the unqualified behaviour of Deputy Baczynski.
